About this opportunity
The U.S. Army Contracting Command (ACC) Warren at Detroit Arsenal intends to procure technical support services for the Light Armored Vehicles Family of Vehicles (FoLAV) program through a ten-year cost-plus-fixed-fee requirements contract. The services will support the Program Manager Office - Light Armored Vehicles (PMO-LAV) and specifically cover components and systems including the Improved Thermal Sight System (ITSS), Anti-Tank Weapon System (ATWS), and other components originally integrated by Raytheon for the General Dynamics Land System Canada Corporation FoLAV program. The contract falls under NAICS code 541330 for Engineering Services and PSC code R425 for Professional Engineering/Technical Support. The pre-solicitation notice was posted on September 17, 2025, with a due date of October 2, 2025, and the government anticipates releasing the full solicitation in the near future with contract award expected no later than February 25, 2026.
This procurement does not utilize any set-aside designations and is intended as a sole source award to Raytheon Company (CAGE Code 96214), as the government has determined that Raytheon is the only known qualified source capable of performing this specialized technical support work. The contract structure is a ten-year cost-plus-fixed-fee arrangement, indicating a long-term service relationship with reimbursement for allowable costs plus a fixed fee component. The government has explicitly reserved the right to make a final determination on whether to compete this contract, though the current intention is to proceed with Raytheon as the sole source provider. The extended ten-year timeline suggests this is a substantial ongoing support requirement for maintaining and supporting the LAV system components and subsystems that were originally developed and integrated by Raytheon.
