About this opportunity
The Drug Enforcement Administration (DEA) has issued a Request for Quotation (RFQ) numbered D-26-NE-0038 for plumbing services on a sole source basis. This Special Notice, posted February 10, 2026, is being pursued as a sole source acquisition under FAR 13.106-1(b)(1)(i), with the DEA identifying Avila's Plumbing & Construction LLC of El Paso, Texas as the only reasonably available source. The acquisition involves plumbing infrastructure installation to support three portable Forensic Laboratory Analytical Response Containers (LARCs) at Fort Bliss Military Installation. The contracting officer has determined that sole source procurement is justified based on the contractor's prior successful completion of multiple plumbing projects at the DEA's El Paso Intelligence Center (EPIC), established vetting by Fort Bliss and EPIC, and the mission-critical urgency of the requirement. The NAICS classification for this procurement is 561790 (Other Services to Buildings and Dwellings).
Interested contractors must submit written capability statements by February 17, 2026 at 10:00 AM EST to demonstrate their ability to perform the required services and be considered for award. The scope of work includes digging a 24-inch deep trench 400 feet long, installing water and sewer lines, cutting and repouring asphalt, installing a booster pump with insulated cover, insulating piping, installing isolation valves for each container, connecting to existing water lines, and installing a commercial water hydrant with channel clamps and aluminum insulation jackets. All labor and materials are included in the firm fixed price. Prospective contractors must have current access to Fort Bliss Military Installation and EPIC, as well as appropriate security clearances and personnel vetting. Award will be made on an all-or-none basis to the lowest priced, technically acceptable proposal. The contracting officer will verify that the awarded price is fair and reasonable before order placement, and documentation will be posted on SAM.gov in accordance with federal acquisition regulations.
