About this opportunity

The Department of the Air Force Materiel Command Air Force Sustainment Center is conducting market research to identify qualified manufacturers for two components of the AN/PLM-4 Radar Signal Simulator (RSS): the Standardized Electronic Module (NSN 5963-01-508-8776EW, PN: FT1004-3) and the Battery Charger (NSN 6130-01-509-0564, PN: FT1004-1). The RSS is an advanced portable radar simulator used to test radar warning receivers, electronic surveillance measures, and electronic countermeasures systems for various military platforms including fixed and rotary wing aircraft, surface ships, submarines, and land vehicles. Respondents must demonstrate capabilities in classified material handling, engineering drawing experience, manufacturing capacity, quality assurance processes, and warranty procedures, with the Government encouraging participation from large businesses, small businesses, joint ventures, and teaming arrangements. The evaluation criteria emphasize facility descriptions, past project experience, manufacturing capacity, and technology insertion ideas. Responses to this Request for Information are due by April 10, 2026, and interested parties should direct inquiries to the Procuring Contracting Officer.

This procurement carries no set-aside designation and represents a one-time buy with an Acquisition Method Code of 3/Z, indicating commercial items with military-specific modifications. Extant Aerospace (CAGE: 22830), located in Melbourne, Florida, has historically been the sole manufacturer of these items and currently holds proprietary rights to the engineering drawings and technical data. The Government does not own design documentation, which remains a key consideration for potential competitors seeking to participate. The estimated quantities are 46 units for the Standardized Electronic Module and 30 units for the Battery Charger, though specific award values or budget ranges have not been disclosed in this market research phase. Security clearance requirements and allowances for foreign participation have not yet been determined and will be established during formal solicitation development. Participation in this market research does not guarantee involvement in future solicitations or contract awards.
