About this opportunity
Navy CNIC is conducting market research on playground equipment, structures, and accessories for its Child & Youth Program Centers on naval bases in CONUS and OCONUS regions, with the RFI response deadline of October 28, 2026 at 3:00 PM CDT. This is a Request for Information only and does not constitute a commitment to contract or guarantee future solicitation.
Work encompasses playground renovations, replacements, new installations, and ongoing maintenance across Child Development Centers serving five age groups: Infants (6 weeks–1 year), Pre-Toddlers (1–2 years), Toddlers (2–3 years), Preschool (3–5 years), and School-Age (5–12 years). The Navy is transitioning from large-scale composite structures toward innovative, modular, inclusive, and cost-effective options with natural play features, materials sustainability, and climate-resilience suited to diverse geographic locations. Equipment must be accessible to children with physical limitations and mobility aids.
All playground equipment and safety surfaces must comply with Navy CYP 4-470-14N Facility Criteria Guidance and include either IPEMA certifications or independent testing certifications using ASTM standards (F1487, F2373, F1292, F2075, F2223, F1951, F3313). Vendors, contractors, and installers must be Certified Playground Safety Inspectors through NRPA. Foremen and lead individuals must possess minimum five years installation experience. Independent third-party audits with impact attenuation testing are mandatory before CYP use. Vendors must comply with Department of War security and drug regulations for base access.
CNIC welcomes responses from equipment distributors, regional and local suppliers, and installation providers; a nationwide network is not required. Responses limited to 150 pages in Microsoft Word or Adobe PDF format; email submissions not exceeding 25 MB per message. Submit to Contracting Officer A'Keesha Stark (akeesha.r.stark.naf@us.navy.mil) and Construction Contract Specialist Jeff Rogers (jeffrey.c.rogers15.naf@us.navy.mil).
