About this file

This is a Questions & Answers document for Request for Information (RFI) HDQMWR-26-I-2001-0001 concerning Playground Equipment, Structures, and Accessories Market Research.

CNIC is conducting general market research on current playground trends and equipment to inform future procurement decisions. The RFI response deadline is October 28, 2026 at 3:00 PM Central Daylight Time. CNIC welcomes responses from equipment distributors, regional and local suppliers, and installation providers—a nationwide network is not required. Separate equipment-supply and installation roles are both useful to the research. The market research scope encompasses anything under CNIC's Child & Youth Program, including Child Development Centers, and the resulting research product may be used by other programs within the Department of the Navy and Department of War. CNIC is interested in information regarding playground renovations and replacements, including equipment removal, safety surfacing, and ongoing maintenance, as well as new installations, with particular interest in transitioning from traditional large-scale composite play structures to current playground trends.

Key personnel requirements identified include Certified Playground Safety Inspector (CPSI)-qualified personnel whose specific roles and employment status (prime contractor, subcontractor, or independent third-party) will be determined in a future solicitation. Foremen and lead individuals performing playground equipment installation must have at least five years of relevant playground equipment installation experience. Independent third-party safety audits and impact attenuation/drop testing may be performed by an appropriately qualified independent third-party firm engaged by the prime contractor, subject to final solicitation requirements.

PLAYGROUND EQUIPMENT, STRUCTURES, AND ACCESSORIES MARKET RESEARCH

HDQMWR-26-I-2001-0001

QUESTIONS & ANSWERS

For questions that have been asked related to CPSI certifications:

CPSI Requirement: For purposes of this RFI, CNIC requests information regarding respondents’ access to CPSI-qualified personnel and their approach to satisfying playground-safety requirements. A future solicitation, if issued, will identify the specific roles requiring CPSI certification and whether those personnel may be prime-contractor employees, subcontractor employees, or independent third-party providers.

Foreman/Lead Experience: Foremen and lead individuals performing playground-equipment installation must have at least five years of relevant playground-equipment installation experience.

Independent Audit and Testing: The required independent third-party safety audit and impact attenuation/drop testing may be performed by an appropriately qualified independent third-party firm engaged by the prime contractor, subject to the final solicitation requirements.

For questions that have been asked related to the RFI response deadline:

Please be advised the RFI deadline is extended until 28 October, 2026 at 3:00 PM Central

Daylight Time.

Additional Questions & Answers:

1. (a) May an equipment distributor respond with its current supply and regional support capabilities if it does not yet have a fully established nationwide installation network?

A: Yes! We are conducting general market research on current playground trends as explained in Part V § A. If you have the knowledge, expertise, and background to educate us in any aspect of this research, we will gladly accept it.

Having a nationwide network is logistically ideal; however, CNIC recognizes answering

Part VII § B(1) may be challenging for companies only having a regional and/or local presence. CNIC still encourages the regional and local companies to submit a response to this RFI and are welcome to discuss their management of playground installation vendors at their regional or local level.

(b) Would separate equipment-supply and installation roles be useful to this market research?

A: Yes.

2. Is CNIC considering a nationwide contract, regional awards, or installation-specific opportunities? Would you consider a regional contractor with an established network of qualified suppliers and installers?

A: At this time, we are only conducting general market research on current playground trends as explained in Part V § A. Any details companies are able to provide will be most appreciated.

3. Will this initiative be limited to Child Development Centers, or could it eventually include other Child & Youth Program facilities, MWR playgrounds, and privatized military housing communities?

A: This market research is intended for anything under CNIC’s Child & Youth Program, which includes the Child Development Centers since they are a core component of CYP.

The final market research product developed from this RFI may likely be used by other programs within the Department of the Navy and Department of War.

4. Is CNIC considering renovating and replacing existing playgrounds, including equipment removal, safety surfacing, and ongoing maintenance, in addition to new playground installations?

A: CNIC will gladly welcome any research for playground renovations and all associated components of a renovation that can allow itself to transition away from the traditional, large-scale composite play structures and focus on current playground trends further explained in Part V § A.
