About this opportunity

USDA APHIS intends to award a sole source purchase order to Whooster Inc for a real-time investigative data platform subscription using FAR Part 12 procedures, with a capability-statement deadline of May 27, 2026. The acquisition is set aside for total small business.

This is a sole source procurement under FAR 8.405-6(a)(1)(i)(B). APHIS will procure 11 licenses to the Whooster platform for its Smuggling Interdiction and Trade Compliance program, enabling identification of agricultural-import violators and pathway analysis to protect U.S. agriculture and natural resources from prohibited or restricted goods. The subscription period runs May 3, 2026, through May 2, 2031 (base year plus four option years).

Whooster is the sole proprietary provider of the unified platform capability required. The platform delivers real-time investigative and identity-resolution tools across people, phones, vehicles, properties, criminal records, businesses, and social media intelligence (98+ sites), with batch search capability for hundreds or thousands of simultaneous queries. Market research confirmed no other vendor offers these datasets in a unified national-scale platform with batch functionality. The solution includes real-time arrest feeds, 1,700-source criminal intelligence, international phone and identity data across 150+ countries, and mapped neighborhood canvas functionality.

Data access and use must comply with applicable law in federally approved secure locations through password-protected networks and VPNs. The contractor must maintain Section 508 accessibility standards, provide a Voluntary Product Accessibility Template (VPAT) Accessibility Conformance Report prior to acceptance, and support IPv6 with IPv4 interoperability. Invoices are submitted in arrears through the Invoice Processing Platform at firm fixed prices.

Although sole source, all responsible sources may submit a capability statement by May 27, 2026, to Latisha Hollman at Latisha.A.Hollman@usda.gov. The government reserves discretion to conduct a competitive procurement based on responses received.
