About this opportunity

The Naval Surface Warfare Center Carderock Division (NSWCCD), under the Department of the Navy Naval Sea Systems Command, is seeking sources for the fabrication of the Next Generation Plastic Waste Processor (PWP(X)), an auger-based compaction system designed to process shipboard plastic waste through shredding, pressurizing, heating, and cooling to produce densified logs for disposal. This developmental prototype procurement will be conducted as a firm fixed-price contract under NAICS code 333248 (All Other Industrial Machinery Manufacturing) and PSC 3419 (Miscellaneous Machine Tools). Prospective vendors must demonstrate mechanical system fabrication and assembly experience, commercial or military applications expertise, and marine environment applications with verifiable customer references. Capability statements must address manufacturing capabilities and facilities, specific processes such as CNC machining and welding, workforce qualifications and certifications, and historical CPARS ratings for past government projects. Interested parties must submit their capability statements by the deadline specified in the notice, with a Request for Quote expected to be issued on or around April 1, 2026, via the Government Point of Entry (GPE).

This procurement involves no set-aside designations and targets no specific incumbent contractors or current operators. The contract will be executed in two phases: Phase 1 focuses on dual-auger subsystem prototype fabrication, while Phase 2 will address full PWP(X) prototype fabrication, with the complete system measuring approximately 9 feet in length by 5.4 feet in width by 6.5 feet in height and including components such as a waste hopper, shredder, dual-auger, heater, cooler, automated pressure mechanism, cutting mechanism, and product outfeed area. No specific award value or budget range has been disclosed in this pre-solicitation notice. Interested vendors should contact Raymond Marcantonio at raymond.t.marcantonio.civ@us.navy.mil to request the government-owned drawing package, and submit capability statements to Christopher C. Rolince and David W. Crouch at their respective Navy email addresses.
