About this file
This is a Sources Sought Notice for the fabrication of the Next Generation Plastic Waste Processor (PWP(X)), an auger-based compaction system designed to process shipboard plastic waste through shredding, pressurizing, heating, and cooling to form densified logs for disposal. The Naval Surface Warfare Center Carderock Division (NSWCCD) is seeking information from potential sources on this developmental prototype fabrication. The procurement will be conducted in two phases: Phase 1 involves dual-auger subsystem prototype fabrication, and Phase 2 involves full PWP(X) prototype fabrication. The complete system includes a waste hopper, shredder, dual-auger, heater, cooler, automated pressure mechanism, cutting mechanism, and product outfeed area, with approximate dimensions of 9 ft (L) x 5.4 ft (W) x 6.5 ft (H). The primary NAICS code is 333248 (All Other Industrial Machinery Manufacturing), and the PSC is 3419 (Miscellaneous Machine Tools). The anticipated procurement is firm fixed price, with an RFQ expected to be issued on or around April 1, 2026, via the Government Point of Entry (GPE).
Capability statements must be submitted by 4:00 p.m. Eastern on February 16, 2026, to both Christopher.c.rolince.civ@us.navy.mil and david.w.crouch3.civ@us.navy.mil. Respondents should provide organization details, CAGE codes, business size classification (including small business, disadvantaged, 8(a), HUBZone, women-owned, or veteran-owned status), and tailored capability statements demonstrating mechanical system fabrication/assembly experience, commercial or military applications, and marine environment applications with customer references. Submissions should address manufacturing capabilities and facilities, specific processes (CNC machining, welding, etc.), workforce qualifications and certifications, and historical CPARS ratings for past government projects. A government-owned drawing package is available upon request from Raymond Marcantonio at raymond.t.marcantonio.civ@us.navy.mil. This Sources Sought Notice is for informational purposes only and does not constitute a solicitation or commitment of government funds.

Closing Date: 16 February 2026 The Naval Surface Warfare Center Carderock Division (NSWCCD) is seeking information from potential sources on the fabrication of the Next Generation Plastic Waste Processor (PWP(X)). Description of the requirement is listed below.
The primary North American Industry Classification System (NAICS) code for this procurement is 333248 – (All Other Industrial Machinery Manufacturing), and PSC 3419 – Miscellaneous Machine Tools.
The anticipated procurement will be firm fixed price. It is anticipated that the Request for Quote (RFQ) will be issued on or around 01 April 2026 via the Government Point of Entry (GPE).
If your company has the capability to perform these required services, please provide the following information:
1.) Organization name, address, email address, Web site address, telephone number, and type of ownership for the organization.
2.) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability.
3.) Contractor and Government Entity (CAGE) Code.
4.) Size of business - Large Business, Small Business, Small Disadvantage, 8(a), Hubzone, Woman-owned and/or Veteran-owned. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements.
NOTE: Only information provided in the written Capability Statement shall be considered.
Capability Statements shall be submitted via e-mail to: christopher.c.rolince.civ@us.navy.mil and david.w.crouch3.civ@us.navy.mil by 4:00 p.m. Eastern on 16 February 2026.
Attachment 1: Description of the requirement
Attachment 1 Sources Sought Plastic Waste Processor Prototype
DESCRIPTION: Naval Surface Warfare Center, Carderock Division (NSWCCD) is seeking information from potential sources on the fabrication of the Next Generation Plastic Waste Processor (PWP(X)). The PWP(X) is an auger-based compaction system that processes shipboard plastic waste through shredding, pressurizing, heating and cooling, ultimately forming a densified log for disposal shoreside. NSWCCD has created a government-owned design for a developmental PWP(X) prototype that will be used to support a two-phased production approach as follows:
· Phase 1: Dual-auger (subsystem) prototype fabrication
· Phase 2: Full PWP(X) prototype fabrication This phased approach will allow for testing the dual-auger subsystem, which is the critical system component. The full prototype system includes a waste hopper, shredder, dual-auger, heater, cooler, automated pressure mechanism (e.g., clamp), cutting mechanism and product outfeed area. The dimensions of the full prototype are approximately 9 ft (L) x 5.4 ft (W) x 6.5 ft (H).
Potential offerors are requested to respond with technical documentation showing their ability to fabricate/assemble the type of technology/system described above.
Information should include the following:
· Experience developing/fabricating mechanical systems,
· Current commercial or military applications of similar systems,
· Specific applications in the marine environment as applicable (including customer references/ship class/name) Offerors should provide the following information (as applicable) about the systems that they have experience with fabricating:
· Typical processing/throughput rate capability,
· Normal operative and maximum permissible temperatures and pressures,
· Physical size,
· Total dry and wet weights,
· Durability requirements met,
· Equipment performance and testing results,
· System estimate (This is not a request for quote) Offerors should describe their specific manufacturing capabilities and facilities by demonstrating how they manufacture products including the types of processes (CNC machining, injection molding, welding, etc.), capacity (number of machines, throughput rates, etc.) and automation levels. Additionally, offerors should describe the qualifications, experience and mix of their workforce (e.g., certified welders, machinists, engineers, and drafters). Technical, industry, or professional society certifications or endorsements should be provided, if available. For past government projects, Contractor Performance Assessment Reporting System (CPARS) ratings should be provided, if available.
A government-owned drawing package of the developmental PWP(X) is available upon request.
Submit drawing request to Raymond Marcantonio at raymond.t.marcantonio.civ@us.navy.mil
NOTE
**Capability Statements need to be sent to both email addresses below. It is important that you send to both email addresses. This is in case one person is out for some reason.
