Recycle/Disposal Plastic Sheeting Pre-Solicitation #HSFE70-14-I-0013

The sole purpose of this request is to obtain additional Market Research to determine if vendors have the capability to recycle unserviceable nylon-string reinforced Blue Roof Plastic Sheeting. Prospective vendors who responded to the request for information (RFI) posted January 15, 2014 were asked if they would like samples of the sheeting shipped to them at their expense in order to validate their capability to recycle the sheeting. Any/All vendors requiring a sample of the sheeting to validate their capabilities to recycle/disposal of the sheeting shall provide FEMA with the following:
1. Company's name
2. Company's address
3. Company's UPS fund code or equivalent funding code to facilitate shipment of sample
4. Requested sample size of sheeting
5. Company's estimated turnaround time for providing the results of their validation of their capability to recycle the sheeting
6. Statement of vendor's capability to dispose of sheeting in an environmentally friendly/GREEN manner.
Interested parties may identify their interest and capacity to satisfy the Government's requirement by emailing Contract Specialist, Ms. Toye Hobday, at Toye.Hobday@dhs.gov and Contracting Officer's Representative (COR), Ms. Tureana Dash at Tureana.Dash@fema.dhs.gov. Instructions for Verification
Samples will be issued at the close of this notice. All vendors will have 30 days from the closing date to provide their test results. All results must be sent by email to Contract Specialist, Ms. Toye Hobday, at Toye.Hobday@dhs.gov and Contracting Officer's Representative (COR), Ms. Tureana Dash at Tureana.Dash@fema.dhs.gov. Please include Reference Number HSFE70-14-I-0013 in the Subject Box and provide your DUNS#, TIN#, Business size and if a Small Business, the type of Small Business you represent with your response.

Solicitation HSFE70-14-I-0013 is a Request for Information (RFI) only. The Federal Emergency Management Agency (FEMA) is soliciting large and small manufacturing companies that have the potential to recycle and/or dispose of nylon-string reinforced Blue Roof Plastic Sheeting currently stored in FEMA's CONUS/OCONUS Distribution Centers (DC).
FEMA intends to establish an Indefinite Delivery Indefinite Quantity (IDIQ) contract with one or more contractor(s) for a base period of 1-year plus four twelve-month option periods. The contractor(s) must be available and capable of meeting FEMA's task orders for removing plastic sheeting within the established time requirements.
The contractor shall recycle and/or dispose of FEMA branded nylon string reinforced Blue Plastic Sheeting under the following task breakdown requirements:
• The contractor(s) must transport blue roof plastic sheeting from the FEMA distribution center to the recycle or disposal site.
• The contractor(s) must recycle or dispose of blue roof plastic sheeting as required by FEMA.
Note: Both recycling or disposal processes must be in accordance with all local, state, federal laws and regulations.
Note: The contractor(s) must certify all FEMA branded Blue Roof Sheeting for recycling and shall not resell or use and sheeting in its current state. The contractor(s) must agree to melt or reduce the plastic sheeting down to its raw materials.
Note: The contractor(s) must agree to mutilate or shred FEMA branded blue roof sheeting prior to placement in final disposal site.
FEMA will schedule a site visit to provide contractors with a sample of the nylon string reinforced Blue Roof Plastic Sheeting. The location for this site visit has not been determined at this time; however, the location will be selected from one of the distribution center locations listed in Attachment A. Site Visit participation is voluntary and will be at the expense of the contractor.

• Attachment A identifies all FEMA Distribution Center (DC) Locations.
• Attachment B lists questions FEMA would like the manufacturer to answer.
• Attachment C lists the draft specifications for the plastic sheeting.

Interested parties are responsible for monitoring www.fbo.gov for the most current and up to date information regarding this requirement. The solicitation will be issued in the same manner as the pre-solicitation.
Contractors are reminded that participation can only be granted to a Contractor who is registered in the System for Award (SAM) database and Online Representations and Certifications Applications (ORCA).
