NASA Goddard Space Flight Center (GSFC) has a requirement for Plankton, Aerosol, Cloud, ocean Ecosystem (PACE) Coarse Sun Sensors (CSS).

NASA Goddard Space Flight Center is issuing a Request for Quotation (RFQ) for twelve (12) Coarse Sun Sensors (CSS) for the Plankton, Aerosol, Cloud, ocean Ecosystem (PACE) spacecraft which is targeted to launch in 2022-2023. The PACE Project, which is managed by the NASA Goddard Space Flight Center, is seeking to procure Coarse Sun Sensors for the PACE Attitude Control Subsystem (ACS). The PACE spacecraft is in a sun-synchronous polar orbit at a 676.5 km altitude with an inclination of 98 degrees and a 1 pm local ascending node crossing time.


Delivery shall be Free On Board (F.O.B.) Destination and the contractor has the responsibility for any damage incurred during shipment. Performance will be located on-site at the contractor's facility.


The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. The Government intends to award using FAR Part 13 and Subpart 13.5 - "Test Program For Certain Commercial Items." This notice is a combined synopsis/solicitation prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-99. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued.

This procurement is a small business set-aside. The NAICS Code and size standard for this procurement are 334511, 1,250 respectively. The Offeror shall state in their offer their size status for this procurement.


All responsible sources may submit an offer which shall be considered by the agency. However, any award from this RFQ shall require the potential vendor to be certified within the System for Award Management System (SAM) and completion of Reps and Certs in the SAM system prior to award at www.sam.gov.


Offerors are required to submit their quotations via email to Ian Sherry at Ian.P.Sherry@nasa.gov. Offers for the items(s) described above are due by 2:00 p.m. EST on January 25, 2019. Quotations must include; RFQ number, F.O.B. destination to NASA Goddard Space Flight Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Offerors are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL: http://server-mpo.arc.nasa.gov/Services/NEFS/NEFSHome.tml. If it is in the best interest of the Government, quotations submitted after the due date may be accepted.


All contractual and technical questions regarding this acquisition must be submitted via e-mail to Ian Sherry at Ian.P.Sherry@nasa.gov no later than 2:00 p.m. EST on January 11, 2019. Telephone questions will not be accepted.

If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the offeror shall so state and shall list the country of origin.

Technical Capability and Past Performance, when combined, are more important when compared to Price. The Government will evaluate the Offeror's proposal for effectiveness, reasonableness, and efficiency.
