About this opportunity
The Bureau of Land Management Mother Lode Field Office intends to award a sole source contract to Recology Auburn Placer for waste hauling services associated with a Tire Amnesty Event in Placer County, California, with a response deadline of August 31, 2026.
The BLM and Placer County are jointly sponsoring the event to address illegal tire dumping and support environmental stewardship through free tire disposal. The justification for sole source procurement under FAR 5.207(c)(15) rests on Recology being the only authorized waste hauler in Placer County and the exclusive provider of transfer facilities where the event will be held. Market research confirmed no alternative vendors hold authorization as waste haulers in the county.
The anticipated firm fixed price contract runs from September 1, 2026 through December 31, 2027, with the five-day amnesty event itself scheduled between September 1 and September 15, 2026. Collection operations will occur at four locations: Auburn Transfer Station (2 days), Meadow Vista Transfer Station (1 day), Foresthill Transfer Station (1 day), and Sheridan Stewart Community Hall (1 day). The contractor must manage advertising, mobilize labor and equipment, transport waste tires to an approved disposal or recycling facility in compliance with federal, state, and local regulations, obtain highway permits, manage dust abatement, ensure proper manifests and hazardous material placarding, and submit advertising materials, a detailed work plan, and a final report documenting tires collected within 30 days of completion. NAICS 562111 applies; the size standard is $47 million.
