About this opportunity

The U.S. Army Corps of Engineers, Baltimore District (NAB) has issued a Special Notice for a Project Labor Agreement (PLA) Survey related to the Test Maintenance Fabrication Facility project at Aberdeen Proving Grounds, Maryland. The proposed project is a competitive, firm-fixed-price design-bid-build contract procured under Lowest Price Technically Acceptable (LPTA) guidelines. The facility will be a 113,800 square foot construction featuring secure areas, administrative spaces, storage facilities, and supporting infrastructure. The project includes demolition of an existing 10,556 square foot building and associated fuel storage tank, with design and construction complying with sustainable development and energy efficiency standards. The facility is designed to meet a minimum 40-year life expectancy in accordance with Department of Defense Unified Facilities Criteria.

The primary purpose of this Special Notice is to solicit industry feedback on the potential implementation of Project Labor Agreements (PLAs) for this construction project. The U.S. Army Corps of Engineers is seeking input from the construction community on specific questions regarding PLA execution, including potential skilled labor shortages, appropriate project types for PLA clauses, time and cost impacts, and other relevant considerations. Contractors are invited to respond to a series of detailed questions about PLA implementation by submitting their comments via email to Ms. Amber Rose by 12 noon Eastern Standard Time on January 29, 2025. The survey is not a formal Request for Proposal and does not constitute a government commitment, but will be used to inform acquisition decisions. All interested sources are advised that future solicitation announcements will require separate responses. The survey aligns with Executive Order 13502, which encourages agencies to consider PLAs for large-scale construction projects as a tool to promote procurement efficiency and labor-management stability.

  2.  Are you aware of any skilled labor shortages in the areas for those crafts that will be required on order to complete the referenced project? If so, please elaborate and provide supporting documentation where possible.
  3.  What type of project should not be considered for PLA clauses? Why?
