About this opportunity

The U.S. Army Corps of Engineers, Mobile District, issued a Project Labor Agreement (PLA) survey on May 11, 2026, with responses due by 2:00 PM CDT on June 2, 2026, to solicit construction market input on a potential PLA for an Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Task Order Contract (MATOC) covering the West of the Mississippi Region. The survey explicitly states this is not a Request for Proposal and does not constitute a Government commitment; responses are market research intended to inform acquisition strategy decisions only.

The seed project involves comprehensive operations and maintenance with repair and minor construction services at Naval Hospital Twentynine Palms and associated medical clinics in Twenty-Nine Palms, California. The contractor must provide preventive maintenance, predictive preventive maintenance, corrective maintenance, emergency maintenance, and minor construction across HVAC, electrical, medical gas, fire suppression and detection, plumbing, and facility finishes systems while minimizing disruption to active medical operations and complying with Joint Commission Environment of Care requirements and infection control processes.

Interested sources must submit responses addressing six survey questions regarding PLA applicability, local labor market conditions, scheduling sensitivities, and procurement efficiency in no more than five pages via email to larhonda.m.archie@usace.army.mil. Responses to this survey are separate from future formal solicitation announcements, and all interested vendors must respond to subsequent solicitations independently. NAICS 236220; PSC Z1DA.
