About this opportunity

The Department of the Air Force Headquarters District Washington seeks custom alterations to ceremonial tunics for 50 members of the USAF Band, with proposals due September 17, 2026. This is a total small business set-aside, IDIQ contract.

Place of performance is Bolling Air Force Base, Washington, DC. Work comprises fittings, sewing, and finishing organized into four pricing tiers: Tier 1 (minor/standard alterations, 25 units per cycle), Tier 2 (moderate/custom alterations, 15 units), Tier 3 (complex/complete reconstruction, 10 units), and Tier 4 (ad-hoc/emergency on-site visits, 10 units). All alterations must be completed and delivered within four weeks of initial fitting. The contractor must obtain DBIDS base access within 15 days of award, provide all tools and notions, and maintain custody and responsibility for government-furnished base tunics and fabric during alterations. The USAF Band shall provide visual fit standards per DAFMAN 35-106 and DAFI 36-2903; the four-week turnaround is characterized as a flexible target rather than a rigid deadline.

The base contract period runs September 30, 2026 through March 23, 2027, with four one-year option periods extending through March 23, 2031. All line items are firm fixed-price. The NAICS code is 315210 (Cut and Sew Apparel Contractors); PSC is K084. Maximum order value per order is $350,000 under FAR clauses 52.216-22, 52.216-18, and 52.216-19.

A mandatory site visit and live 120-minute demonstration are scheduled for September 8, 2026 at Joint Base Anacostia-Bolling; RSVP is due September 3 at 4:00 p.m. Written questions are due August 28 at 4:00 p.m. Evaluation prioritizes technical acceptability (demonstrated master-level expertise in bespoke tailoring and pattern-making) over price; offerors rated unacceptable are excluded from award. Amendment 1 changed the contract from a purchase request to IDIQ structure and extended the proposal deadline from September 11 to September 17, effective September 10, 2026.
