About this file
This is a Questions and Answers document for a Request for Information (RFI) regarding USAF Band Custom Uniform Alterations.
The RFI addresses six substantive inquiries from potential contractors regarding the scope and execution of custom alteration services for Air Force Band ceremonial tunics. The government clarified that custom alterations are limited exclusively to Ceremonial Tunics and do not extend to other uniform items such as ceremonial pants, jackets, shirts, skirts, mess dress uniforms, or Heritage Glen Miller uniforms. Visual fit standards are referenced in DAFMAN 35-106 and DAFI 36-2903 rather than provided through photographs. The mandatory 4-week turnaround window specified in the Performance Work Statement is characterized as a flexible target rather than a rigid deadline, with inventory verification occurring as a simple custody receipt during fitting blocks to allow contractors to begin work immediately. The government emphasized that all taskings and work schedules must be officially authorized through the Band Supply and Contracting chain, with unscheduled alteration requests falling completely outside contract scope. Band members cannot make direct requests to the contractor or schedule their own meetings. Rush work requests are prohibited except for genuine, mission-critical requirements that must be routed through the Supply office and formally approved in writing by the Contracting Officer. Plastic bagging of completed tunics is not required, with any bagged items attributable to dry cleaning services rather than contract requirements.

RFI # QUESTION/COMMENT GOV RESPONSE
The description states that the USAF Band will provide the base tunic garments and matching fabric. If available, could you also please provide photographs of the base tunics in their current condition, as well as photographs or examples showing how the finished tunics are expected to look?
No, specific photographs will not be provided. Our inventory is in various states as we continually purchase new stock and are currently working with the manufacturer to redesign the base pattern for a better off-the-shelf fit. For the precise visual and fit standards expected of a finished uniform, please refer to the official guidelines in DAFMAN 35-106 and DAFI 36-2903.
Upon completions of each "Scheduled Fitting Block", does the "Performance
Period" described in Para 6.4 "mandatory 4-week turnaround window" begin upon completion of the "Fitting Block", OR, upon the approval of the USAF
Band Supply Superintendent or designated POC as stipulated in Para 4.6.3? If it begins upon completion of the "Fitting Block", please establish a maximum
Government response time for manifest approval, or confirm that the four-week period is tolled from manifest submission until written approval is received.
We're overthinking this one. The 4-week turnaround is a flexible target to give you reasonable breathing room to do quality work, while setting realistic expectations for our members—it's not a rigid clock that needs tolling or tracking. To keep it simple and eliminate any bottlenecks, we'll verify the inventory on the spot as a simple custody receipt during the fitting block so you can take the garments and start sewing immediately without waiting on an approval process.
The PWS references "Ceremonial Tunic", Para 4.1 and elsewhere. Is this RFQ
ONLY only for Ceremonial Tunics? Are the following sewing/alterations to be provided in the performance of this contract: (1) Ceremonial pants man/women; (2) USAF Band Light weight jacket; (3) Ceremonial Blue Shirt; (4)
Ceremonial Skirt for Women; (5) Mess dress Jacket for men/women; (6) Mess dress pants for men; (7) Mess dress skirt for women; (8) Heritage Glen Miller jacket for men and women; (9) Heritage Glen Miller trousers/skirt; (10)
Heritage Glen Miller Shirt; (11) Ceremonial maternity tunics; (12) Ceremonial maternity pants.
No, the custom alterations are only for the Ceremonial Tunics.
Do I need to place each Tunic in a plastic bag? Who pays for the bag? Is it the
Government, or, the contractor?
No. Items you may have seen in bags in our squadron were from Dry Cleaning.
How do I handle a Band member who comes to the Work Station in Hanger 2 and request sewing services that are outside of the original "Standard On-Site
Fitting Blocks"? Specifically, does such work (1) fall within the Fixed Lot Price,
(2) require separate Track 1, 2 or 3 authorization under Para 6.3.2. or (3) fall outside the contract entirely?
Direct them to the Supply office. Individual band members cannot make direct alteration requests to you or schedule their own meetings under this contract; all taskings and schedules must be officially authorized through the Band Supply and Contracting chain. Any unscheduled work falls completely outside the contract.
In the highly unusual event that out-of-scope work is actually required, it has to be formally routed through the Supply Superintendent and can only be executed if formally approved in writing by the Contracting
Officer. This kind of request is extremely out of the norm.
How do I handle a Band member who comes to the Work Station in Hanger 2 and requests that the alterations to his uniform by accomplished on an
Immediate Rush basis? Do I send the Band member back to the USAF Band
Supply Superintendent or designated POV as stipulated in Para 4.6.3?
Yes, send them directly back to the Supply office. You'll give band members general, standard timelines for when they'll get their items back, and we don't give anyone special treatment or fast-track their work just because they ask. The only exception to this rule is a genuine, mission-critical requirement. If a real emergency comes up, the request must be routed through the Supply office first. We'll then have a conversation with you to see if the timeline is actually doable before authorizing any rush work.
