About this opportunity
The U.S. Army Corps of Engineers, New York District, is conducting market research on project delivery methods for design and construction at Pituffik Space Base in Greenland, with responses due October 1, 2026. Only Danish or Greenlandic firms registered in Denmark's CVR (Det Central Virksomhedsregister) with Danish-registered addresses and verified Danish banking relationships are eligible to respond.
The project encompasses approximately $250 million to $500 million in work divided into four categories: Vertical Facilities (Buildings), Airfield and Civil Infrastructure, Utilities Infrastructure, and Security & Site Safeguards. Vertical facilities include three weather shelter hangars totaling approximately 45,150 square feet, a 30,631 square foot fuel cell and corrosion control hangar, a 27,585 square foot aircraft maintenance unit building with ICD 705 classified secure areas, and a central utility plant. Airfield work includes taxiway repairs, support aprons and taxiways, power check pads with jet blast deflectors, arm/dearm pads, and site grading with specialized permafrost management. Utilities infrastructure requires three 2250 kW diesel generators with N+1 redundancy, JP-8 fuel-fired hot water boilers, a 250,000-gallon water storage tank with fire protection systems, sanitary sewer collection, and above-ground utility trestles. Security work includes perimeter fencing and electronic security systems with CCTV and intrusion detection.
The Government is soliciting feedback on two delivery methods: Construction Manager at Risk (CM@Risk) under Other Transaction Agreement (OTA) authority, and Progressive Design-Build (PDB) under OTA authority. Responses address project definition, required design deliverables, collaborative benefits, design team capabilities regarding U.S. security requirements, project risks, and delivery method recommendations.
Submit responses in PDF format to Jordan Moran (Jordan.K.Moran@usace.army.mil) and Francis Cashman (Francis.Cashman@usace.army.mil).
