The procurement is a Total Small Business set-aside restricted to General MACC contractors pre-qualified and listed on the General Requirements cover page; only seven contractors are eligible: Quadrant Construction, Blue Rock Structures, Bristol General Contractors, Joyce & Associates, Military & Federal Construction Co., P&S Construction, and Syncon LLC.
Place of performance is Camp Lejeune, NC 28547. All proposals must price all three ELINs; the Government reserves the unilateral right to award options 0002 and 0003 at proposed prices without further negotiation. Contract performance is required within 360 days of award. The estimated cost range is between $1 million and $5 million.
Steel coating requires zinc-rich epoxy primer per MIL-DTL-24441/19, epoxy intermediate coat per MIL-DTL-24441/31, and polyurethane topcoat per MIL-PRF-85285 with minimum 8–13 mil dry film thickness.
