About this opportunity
The Indian Health Service seeks walk-in physician services at Pinon Health Center, with quotations due August 21, 2026. The procurement is set aside exclusively for Indian Small Business Economic Enterprises (ISBEE) under the Buy Indian Act.
Place of performance is Pinon, Arizona 86510, with potential service delivery also at Chinle Comprehensive Health Care Facility and other IHS facilities within the Chinle Service Unit. The contractor must provide outpatient urgent care services to approximately 11,000 predominantly Navajo patients under a flexible arrangement accommodating short-term assignments of 13 weeks, long-term purchase orders with option years, or intermittent support. The base contract period runs October 1, 2026 through September 30, 2027, with one option period of identical terms from October 1, 2027 through September 30, 2028.
Physicians must hold board certification or board eligibility in Family Medicine or General Medicine, current unrestricted medical licenses, valid DEA licenses with schedules II–V, current CPR, BLS, ACLS, and PALS certifications (ATLS highly recommended), and minimum six months specialty experience with no service lapse exceeding six consecutive months in the prior six months. Character investigation per Public Law 101-360 and Level I and II background checks are required. The contractor furnishes medical liability insurance of $1,000,000 per occurrence and $3,000,000 aggregate and operates as an independent contractor. The government furnishes equipment, supplies, clinic space, and facility orientation; the contractor furnishes uniforms, lab coats, and personal instruments. A failure to maintain continuity of care or provide qualified replacements triggers a $75 per hour penalty fee.
The NAICS code is 561320, Temporary Help Services. Quotations must include four volumes: administrative documents with ISBEE representation form, technical capability of vendor (maximum 6 pages), qualification requirements of key personnel limited to three individuals (maximum 3 pages), and detailed pricing with hourly rates (maximum 2 pages). All prices for base and option periods must be quoted. Evaluation factors are Technical Capability of Vendor and Qualification Requirements of Key Personnel (both significantly more important than price) and Price, with no discussions planned. Submission is via email to Contract Specialist Whitney Shorty at whitney.shorty@ihs.gov by 5:00 PM MST on August 21. The contractor must comply with HIPAA Privacy Rule standards and execute a Business Associate Agreement for handling Protected Health Information.
