About this opportunity
The U.S. Geological Survey, California Water Science Center seeks custom computer programming services to modify PINGMapper source code for Klamath River sediment and habitat studies, with quotations due June 22, 2026 at 0900 Eastern Time. This is an unrestricted RFQ issued under FAR Part 12 (Commercial Products and Services), firm fixed-price, with anticipated award June 29, 2026.
Work spans July 1, 2026 through June 30, 2027 and comprises five tasks: incorporate confidence thresholds for substrate class selection (due 3 months post-award), integrate high-resolution GPS data for georeferencing (5 months), batch-process 75 sonar scan sites across three survey years and optimize substrate maps (7 months), conduct reach-level change detection and error analysis (8 months), and curate USGS-ready data release packages with accuracy assessment (11 months). The requirement demands expert-level knowledge in Python development, geospatial analysis of sonar data in river environments, and modification of open-source software. Work uses side-scan sonar data from a Humminbird 710292-1 XM 14 HW MSI T SOLIX unit collected across 2022, 2023, and 2025 survey years (150 total scans, approximately 6GB raw data, 2GB post-processed). USGS furnishes all raw and post-processed datasets, GPS data synchronized to GPS time via Trimble R8/R10 base stations and R12 rovers, and a shapefile containing digitized ripple mark locations. The contractor provides all computing resources; no site visits or travel required. Source code enhancements remain open-source; all data, maps, and analyses become USGS property. Questions were due June 17. Technical and price quotations must be submitted separately via email to Joahnne_Ongjoco@ios.doi.gov as Standard Form 18 with SAM UEI#. Evaluation uses trade-off methodology per FAR 52.212-2, weighing price, technical capability, and past performance as equally important factors. NAICS 541511, PSC DA10.
