The U.S. Geological Survey is conducting market research to identify qualified vendors to provide expert-level Python and PINGMapper custom programming services, with responses due May 26, 2026 at 0900 hours Eastern Time. This sources sought announcement carries no set-aside. The CWSC requires modification of open-source PINGMapper source code to assess benthic substrate conditions and sediment fate following 2023–2024 dam removals on the Klamath River, California, where approximately 1.2 million metric tons of fine-grained sediments were released downstream.

Work encompasses five tasks over a one-year performance period: implementing confidence thresholds for substrate class optimization (three months); integrating auxiliary high-resolution GNSS data into PINGMapper workflows (five months); batch-processing 75 sonar survey sites across 120 river kilometers to produce georeferenced mosaics and substrate maps (seven months); conducting reach-level change detection analysis with QA/QC validation (eight months); and delivering a USGS-ready data release package with accuracy assessment and manuscript supporting information (eleven months). All work shall be performed at the contractor's facility. USGS will provide all raw sonar recordings and auxiliary GPS data. All deliverables, including source code enhancements and processed analyses, become USGS property, with source code modifications to remain open-source under the existing license.

PINGMapper Python Programming Services

The U.S. Geological Survey is conducting market research to determine the availability of a qualified business that can provide services as described below.

USGS, California Water Science Center (CWSC) requires custom computer programming services capable of expert-level proficiency in PINGMapper and Python programming to modify PINGMapper source code for studies involving reservoir sediments and effects on benthic substrates and ecological habitats in the downstream river environment of Klamath River, California in accordance with the attached performance work statement (PWS).

This sources sought announcement is not a request for quote or proposal and the Government is not committed to award a purchase order or contract pursuant to this announcement. The information resulting from this market research is simply for planning purposes to assist the Government in determining its acquisition strategy. The Government will not pay for any costs incurred in the preparation of information for responding to this notice.

The North American Industry Classification System (NAICS) code NAICS 541511 Custom Computer Programming Services, associated size standard of $34 million applies to this announcement.

All responsible sources may submit a capability statement and relevant literature detailing the ability of fully meeting the requirement as described in the attached performance work statement (PWS). All responses shall be limited to 10 pages.
