About this file

This is a Questions and Answers document for Solicitation #12318727Q0015 for a Mental Health Consultant position at Pine Ridge Center, dated November 4, 2026. The document clarifies key personnel qualifications and service delivery requirements for the Contract Mental Health Consultant (CMHC) role, which operates under the Department of Labor's Job Corps program.

The Contract Mental Health Consultant must hold an active, unrestricted Nebraska Licensed Independent Mental Health Practitioner (LIMHP) license, confirmed as the highest level of mental health counseling and therapy license in Nebraska. The LIMHP must have a minimum of one year of experience providing assessment and treatment services to adolescents and young adults, maintain professional liability insurance of at least $1 million per occurrence and $3 million aggregate, and undergo criminal background checks and drug testing as determined necessary by the Contracting Officer. All contract service hours must be performed directly by the LIMHP; Provisionally Licensed Mental Health Practitioners (PLMHP) cannot provide services under LIMHP supervision. Regarding scheduling, approximately 10 on-site hours per week over one to one-and-a-half days is proposed as acceptable subject to Center approval, with limited flexibility for severe weather rescheduling. However, the statement emphasizes that schedule flexibility is not unlimited and must prioritize Center and student needs. Required Mental Health Services hours may vary based on student population needs, with any changes executed through bilateral contract modification. The government may terminate the contract if the background check is unacceptable or if any aspect jeopardizes student health and safety.

QUESTIONS AND ANSWERS FOR SOLICITATION# 12318727Q0015 PINE RIDGE CENTER

MENTAL HEALTH CONSULTANT – 11/4/2026

1. Would an active Nebraska Licensed Independent Mental Health Practitioner (LIMHP) license meet the required qualifications for the Contract Mental Health Consultant/key clinician? I understand from your earlier reply that the clinician must hold their own license and no waiver is required, but would like to confirm that LIMHP specifically is an acceptable license category.

Yes, a Licensed Independent Mental Health Practitioner (LIMHP) is an acceptable category; it is the highest level of mental health counseling and therapy license issued by the state of Nebraska.

Please see the review section 4.0 below and within the Statement of Work in solicitation#

12318727Q0015

4.0 Contractor’s Key Personnel

4.1. The CMHC is considered key personnel and must meet these minimum requirements. The job corps program is run by the Department of Labor

(DOL). Key personnel shall be approved by DOL prior to award or replacement:

4.1.1. Have an active, unrestricted license to practice as an independent practitioner in the state where the center is located and does not require supervision to practice.

4.1.2. Minimum 1 year of experience as a licensed independent practitioner providing assessment and treatment services to adolescents and young adults.

4.1.3. Maintain licensing requirements/certification/accreditation and required insurance coverage at a minimum of $1 mil per occurrence/3 mil aggregate during the entire performance period with proof being submitted to the CO upon request

4.1.4. Agree to a criminal background check, and drug testing, as a prerequisite for contract performance, if determined necessary by the CO.

4.1.4.1. Information obtained through the background check may be used in determining contractor’s qualification for this contract. Information regarding a person’s race, national origin, color, sex, religion, disability, genetic information (including family medical history), or age will not be evaluated or have any impact on the determination of qualifications for this contract.

Government may terminate the contract if the background check is determined to be unacceptable or if any aspect would jeopardize the health and safety of the students, a

LIMHP is an acceptable category. Please see Statement of Work section below of solicitation#

1. May a Provisionally Licensed Mental Health Practitioner (PLMHP) provide any services under the LIMHP’s supervision, or must all contract service hours be performed by the independently licensed clinician?

No, all contract service hours be performed by the Licensed Independent Mental Health

Practitioner (LIMHP) ( please refer to the answer to question#1).

2. Would approximately 10 on-site hours over one to one-and-a-half days per week be acceptable in principle, subject to Center approval? In severe weather, may on-site visits be rescheduled with Center approval?

As with any work-related assignment, there are established performance standards and workflow requirements that must be met in accordance with the Statement of Work (SOW). While some schedule flexibility may be accommodated, it is not unlimited, as the needs of the Center and the students must remain the primary consideration.

If the level of care necessary to responsibly serve the student population exceeds the anticipated

10 hours per week, additional hours would need to be discussed in advanced with the COR, CO and with Center personnel to see if this would be feasible. Likewise, if the Center can effectively meet student needs through a minor adjustment to the agreed-upon schedule, such changes may be considered. However, frequent or ongoing schedule changes are not permitted and may negatively impact service continuity.

For reference, the Statement of Work outlines the following schedule and availability requirements:

4.1 Schedule and Availability

4.1.2 Center Operating Budget Statement (OBS) requirements and the Policy and Requirements

Handbook (PRH) may change at any time. Consequently, the quantity of required Mental Health

Services hours may vary depending on the needs of the student population. Any changes to the required hours must be executed through a bilateral contract modification.
