About this opportunity

The Department of Veterans Affairs Regional Procurement Office West announced its intent to award a sole-source, firm fixed-price contract to AvMedical, LLC for assembly, testing, installation, integration, warranty, and maintenance services on Philips Physiological Patient Monitoring Systems at the Oklahoma City Veterans Affairs Health Care System, with an anticipated award date of September 18, 2026.

The procurement addresses equipment needs for new operating room and surgical intensive care unit spaces at Oklahoma City VA Medical Center. AvMedical is a service-disabled veteran-owned small business currently performing hospital-wide physiological monitor replacement under existing contract 36C25925C0068. The VA determined sole-source procurement to be in the government's best interest due to substantial cost duplication and unacceptable delays that would result from re-competing, citing AvMedical's specialized expertise in Philips system integration and existing performance record. Market research identified 59 potential SDVOSBs, but the government selected sole source under VAAR 819.7008 authority.

Interested parties may submit technical data and capability statements by September 18, 2026, at 10:00 AM Pacific Time to Contract Specialist Ian Putnam at ian.putnam@va.gov. Telephone inquiries will not be answered. Services must comply with VA network security directives 6500 and 6550, occur during normal business hours (0700–1600 Central Standard Time, Monday–Friday), and include project management and weekly progress reporting. Installation spans seven phases with completion targeted for January 2027.
