About this opportunity
The Department of the Army National Guard is soliciting bids for the installation of photovoltaic (PV) arrays and battery storage systems under solicitation number W50S9925BA005. The project involves installing PV solar panels with supporting inverters and battery backup systems on the rooftops of two buildings (Building 4513 and Building 4455) to create a high-resiliency 480-volt grid-stabilization system that will augment the existing generator and provide clean renewable energy. Eligible contractors must be certified small businesses with average annual receipts not exceeding $45 million over the past three years, as defined under NAICS code 237130. Award will be made to the responsible bidder whose bid conforms to the invitation for bids and offers the most advantageous price to the Government, with evaluation based solely on price and price-related factors. The original solicitation deadline was November 12, 2025, with a Pre-Bid Conference and Site Visit held on September 11, 2025, at 9:00 a.m. Central Standard Time at the project location in Memphis, Tennessee.
This solicitation is designated as a Total Small Business set-aside, restricting competition to small businesses meeting the specified size standards. The construction project magnitude is estimated between $5,000,000 and $10,000,000, with the government estimates showing approximately $5.17 million for the primary PV array and battery storage work and $912,800 for the solar panel sections. Multiple contractors submitted bids, including Ecolectrics LLC, Fesco Energy LLC, Vastglobe Logistics LLC, SAC Federal LLC, TCB-Barnhart Joint Venture, Aaaeon General Contracting LLC, RV-Sinker LLC, and Helios Energy LLC, with total bids ranging from approximately $9.4 million to $9.5 million. The project will be performed at 4593 Swinnea Road, Memphis, Tennessee 38118, and involves the installation of up to seven 50kW sections of PV solar panels on Building 4455 and supporting infrastructure on Building 4513. Funds were not presently available at the time of posting but were anticipated to become available prior to award, as the project was identified on the National Guard priority list.
