About this opportunity
The US Forest Service seeks completion and full operational integration of the Phoenix Nextgen Infrared Scanning System hardware, with proposals due September 18, 2026. This is a Total Small Business Set-Aside (500-employee threshold) under NAICS 334515.
Place of performance is Boise, Idaho. The contract represents continuation of prior modernization effort (BPA 12760423Q0195) to migrate the Phoenix airborne infrared mapping system from Windows to Linux-based embedded single-board computer (SBC) platform. The contractor must complete the remaining 25 percent of software modernization, fabricate and integrate SI-DRA-SBC compact computer hardware with M.2 slots and low-noise interface cards, and provide 12 months of maintenance support through the performance period. Deliverables include production SI-DRA-SBC hardware, Phoenix Nextgen Linux executable, all source code via version control, system demonstration, and acceptance documentation. All source code, firmware, schematics, and circuitry remain government intellectual property.
Software deliverables require log streaming stabilization with no data loss, cross-platform file compatibility (.PLF to .BIL conversion at 100% success rate), real-time orthorectification at 200 scan lines per second, and diagnostics preventing data-driven crashes. Hardware fabrication and system integration must support production hardware bring-up with application integration. Acceptance testing at the Boise office must demonstrate sustained 200 scan lines per second capture and processing, successful test mission completion with stable operation and zero faults.
All contractor personnel must comply with IT security training, background investigations per HSPD-12, PIV personal identity verification, secure coding certifications, and source code testing with critical and high-severity vulnerability remediation prior to code delivery. ICT items require Accessibility Conformance Reports using the Voluntary Product Accessibility Template Version 2.1 or later, addressing Section 508 compliance. The procurement incorporates Cyber Supply Chain Risk Management (C-SCRM) requirements including tamper detection, cryptographic integrity verification per FIPS 140-2, critical vulnerability remediation within 14 days, and Section 889 telecommunications equipment prohibitions. Award is firm-fixed price to the responsible offeror meeting technical requirements at lowest evaluated price, with delivery required within 60 days of award on F.O.B. Destination basis. Questions are due May 28, 2026, at 12:00 PM Mountain Time to brandon.newland@usda.gov.
