About this file

This is an Independent Government Cost Estimate (IGCE) for a commodities bill of materials supporting the WFAM_NIICD_Phoenix NexGen Upgrade project. The estimate covers hardware and software enhancements required for the US Forest Service's Phoenix Nextgen Infrared Scanning System, with a contract start date of April 23, 2026, and delivery deadline of September 30, 2026. The items to be delivered to 3833 S Development Ave, Boise, ID 83705 include four software capability enhancements (log streaming for anomalies, expanded file compatibility between platforms, real-time orthorectification, and diagnostics on various data sets), three SI-DRA-SBC compact computer system hardware upgrades, and support and maintenance services. Each line item is currently listed with zero unit costs and zero total price estimates, indicating that the cost data has not yet been populated.

The IGCE instructions emphasize that cost estimates must be developed from current, valid, and reliable data sources while maintaining independence from any single contractor. Supporting documentation should explain the assumptions and sources used to develop the estimate. Recommended sources for developing reliable cost estimates include estimating guides, technical publications, past contracts, manufacturer catalogs, and internet research, particularly for commercial items. The instructions also recommend reviewing Governmentwide Acquisition Contracts (GWACs) such as NASA SEWP, NIH NITAAC, and GSA as preferred procurement methods for commodity purchases. The final estimate should reflect an overall average of multiple estimates rather than the lowest or highest quote received.

Instructions

Independent Government Cost Estimate (IGCE) Reminders
Note: Overall for Commodity Purchases, Should also review Governmentwide Acquisition Contracts (GWACs) (i.e.: NASA SEWP, NIH NITAAC, GSA), as a preferred method. The overall price/cost estimate should reflect an overall average of estimates (not the lowest or highest) estimate you have received.
The IGCE is an estimate of the total purchase price for an item or service. It is prepared by the Technical/Program personnel. The IGCE provides a detailed cost estimate from which to evaluate acquisition proposals and serve as the initial benchmark for the acquisition.
1. The purpose of the IGCE is to provide a detailed cost estimate that will be used to evaluate acquisition proposals and serve as the initial benchmark of costs.
2. The data provided must be current, valid and reliable to be effective.
3. Ensure that the “Independent” element of the IGCE is maintained. Using cost data from a single contractor, without scrutiny, invalidates the "independence". One customer quote does not equal sufficient support.
4. Do not provide a competitive edge to companies, i.e. do not send them the specifications/statement of work when performing market research and ask for their quote. This could be misinterpreted as an order and allows that company the competitive edge by getting the government's requirements before others allowing them more time to prepare.
5. A reliable IGCE will have supporting documentation explaining the assumptions made in developing the estimate and what sources were utilized to develop the estimate.
6. An IGCE can be developed using: Estimating Guides (Mean Guides), Technical Journal/Publications, Technical Expertise, Past Contracts, Catalogs, Internet (Especially for Commercial buys).
