About this opportunity
The U.S. Department of Homeland Security's Immigration and Customs Enforcement (ICE) is seeking a contractor to install and upgrade an existing Electronic Security System (ESS) through a security camera upgrade at their Phoenix Field Office. The procurement involves installing interior detention cell cameras (9 cameras in cells, 12 ceiling cameras), parking garage and exterior cameras, and establishing five workstation locations, while working with three existing rooftop PTZ cameras. Contractors must demonstrate prior experience with projects involving at least 10 cameras and contract values of at least $50,000 within the last five years. The evaluation will use a trade-off process with three equally weighted factors: Prior Experience, Technical Approach, and Price, with the first two factors combined being more important than Price alone. Critical dates include a mandatory site visit on September 19, 2025, at 8:00 AM MST, and quotes due by September 25, 2025, at 1:00 PM ET.
This opportunity is designated as a 100% small business set-aside under NAICS code 56162 (Security Systems Services) with a size standard of $30 million in average annual receipts. No incumbent contractor or current service provider is specifically identified in the solicitation documents. The government anticipates awarding a Firm-Fixed-Price purchase order with a 30-day period of performance following contract award. The work will be performed at ICE's facility located in Phoenix, Arizona 85004, supporting the agency's mission of detention, health, welfare, transportation, and deportation operations for individuals in removal proceedings. While specific contract values are not disclosed, the procurement falls under the simplified acquisition procedures of FAR Part 13, suggesting a value below the simplified acquisition threshold.
