About this opportunity
The Naval Sea Systems Command (NAVSEA) at Norfolk Naval Shipyard is seeking a sole source firm fixed-price contract for calibration services of three Phenix Motor Test Sets. The procurement will be conducted under Federal Acquisition Regulation (FAR) Part 12 for commercial items and Subpart 13 for simplified acquisition procedures. Doble Engineering Company is the only authorized vendor capable of performing these specialized calibration services, which is why this is being pursued as a sole source procurement. Vendors must be registered in the System for Award Management (SAM) database and self-certify that they are not suspended or debarred from federal contracting. All questions regarding the requirement should be directed to Ms. Ykita Squire via phone at 757-396-4359 or email at ykita.a.squire.civ@us.navy.mil, with proposals due by April 30, 2025.
The contract falls under NAICS code 811210 for Electronic and Precision Equipment Repair and Maintenance, with a size standard of $34.0 million. The calibration work will be performed in Building 510, 1st Floor Motor Section at Norfolk Naval Shipyard in Portsmouth, VA. The base contract period is from May 5, 2025, to May 4, 2026, with potential for four optional one-year extensions through May 4, 2030. The specific motor test sets to be calibrated have serial numbers 04-2451/MTS100RX, 04-2450/MTS100RX, and 03-1994/MTS1000R-400. Code 950 (Electrical Group) will provide test rotors and potentially an escort during the service. While there is no specific set-aside designation mentioned, the solicitation indicates an open competition where all responsible sources may submit a quotation for consideration.
