About this opportunity
The Indian Health Service seeks PhD-level demographic research and statistical analysis services to support accurate demographic reports and data products for American Indian and Alaska Native populations, with quotations due September 21, 2026, at 2:00 p.m. Eastern. The procurement is a total small business set-aside under NAICS 518210, awarded as a firm-fixed-price purchase order with no incumbent.
Place of performance is predominantly virtual (95%), with four required one-week trips annually to IHS Headquarters in Rockville, Maryland, and activities related to obtaining Personal Identification Verification cards.
The contractor must provide a Lead Demographer holding a doctoral degree in demography, population studies, economics, quantitative sociology, biostatistics, or a directly related field such as statistics, plus minimum two years of professional demographic statistical analysis experience with demonstrated production-scale use of SAS and R, documented experience with Federal vital statistics data from sources such as CDC/NCHS, and practical experience correcting racial/ethnic misclassification in vital records. All contractor personnel require public trust background investigations and PIV cards; documentation must be submitted within ten business days of award.
The base period runs October 2026 through October 2027, with four one-year option periods extending through October 2031 and a six-month extension through April 2032. Core annual deliverables include Regional Differences in Indian Health (85 tables, due 28 weeks after contract start), Trends in Indian Health (190 tables, 28 weeks), Life Expectancy Report (20 weeks), and Years of Potential Life Lost Report (20 weeks), plus up to four periodic special demographic analysis reports and ongoing technical assistance. The contractor must also process mortality, natality, and linked birth/infant death datasets from 2008–2014 and 2020–2025 to correct for AI/AN race misclassification; first-year work includes developing migration characterization methods (36 weeks).
Quoters must submit a Technical Quotation addressing technical approach, corporate experience, and past performance; a Price Quotation with fully burdened hourly rates for estimated 1,912 labor hours annually plus four annual trips; and any assumptions or exceptions. Award will be made to the responsible quoter whose offer represents best value, with technical factors (Technical Approach, Corporate Experience, Past Performance; Management Approach and Staffing/Key Personnel) combined as more important than price. Questions are due September 17, 2026, at 12:00 p.m. EST. Amendment 1, issued September 18, 2026, attaches Vendor Questions & Government Responses and a revised PWS with highlighted changes.
