About this opportunity
The Indian Health Service (IHS), a division of the Department of Health and Human Services, issued a Special Notice on February 12, 2026, announcing its intent to award a sole source contract to Change Healthcare/Optum for pharmacy switching services at Cass Lake Indian Hospital in Cass Lake, Minnesota. This Notice of Intent to Issue Sole Source Award is being issued under the authority of FAR 6.302-1, which permits procurement from a single source when the government determines that only one responsible vendor can satisfy its requirements. The contract will be structured as a firm fixed-price agreement with a base year plus three optional one-year periods. The IHS determined that Change Healthcare/Optum is the only reasonably available source due to proprietary data requirements, licensing restrictions, and the vendor's unique ability to interface with the Cass Lake Service Unit RPMS DOS system.
The primary objective of this procurement is to secure pharmacy claims switching services that enable the I/T/U facility to electronically submit pharmaceutical claims to third-party drug plans for reimbursement. Interested parties have until February 21, 2026, to submit notifications of interest, though this is not a competitive solicitation and the notice is not a request for competitive quotes. The contract covers specialized switching services including Connect (switch functionality), pre- and post-edit capabilities, Card Finder, Web Services Surescripts, and Web Services Medicare Eligibility—all of which must remain compatible with the existing RPMS pharmacy system. Eligibility is limited to 8(a) certified small business concerns under the HHS Small Business set-aside program. The IHS emphasized that pharmacy services generate over 50 percent of the facility's revenue, making continued service continuity critical to operations.
