About this opportunity
The Indian Health Service (IHS) is seeking Indian Small Business Economic Enterprises (ISBEEs) and Indian Economic Enterprises (IEE) capable of providing pharmacy reverse distribution services for the Northern Cheyenne Service Unit (NCSU) in Lame Deer, Montana. This Sources Sought Notice is issued under the Buy Indian Act to identify qualified vendors who can collect, handle, and dispose of expired pharmaceuticals, with particular emphasis on controlled substances requiring DEA-registered reverse distribution services. Vendors must demonstrate DEA registration, proven experience in reverse distribution operations, and compliance with IEE definitions requiring at least 51% ownership and earnings by members of federally recognized tribal entities, with management control by Indian individuals. Capability statements must be submitted to Clarette.Yellowrobe@ihs.gov by November 18, 2025, at 3:00 pm (MST), and responses must reference Sources Sought ID SS75H70926BAO-010. Submission of the Buy Indian Act Indian Economic Enterprise Representation Form (Attachment B) is mandatory, and the IHS emphasizes that generic statements will be insufficient; vendors must specifically demonstrate their capacity to perform the required services.
This opportunity is designated as a set-aside for Indian Small Business Economic Enterprises under the Buy Indian Act authority. The contract will consist of a base year plus four option years for a total performance period of 60 months, classified under NAICS code 562211 (Hazardous Waste Treatment and Disposal) with a size standard of $47.0 million and PSC category 6505 (Drugs and Biologicals). No incumbent contractor or specific budget range is identified in the notice, as this is a Sources Sought inquiry to gauge market capability rather than a formal solicitation. Interested vendors must maintain their IEE status at the time of offer, contract award, and throughout the entire performance period, with immediate notification required to the Contracting Officer if eligibility status changes. All offerors must be registered in the System of Award Management (SAM) and understand that false or misleading information in their representations may result in legal penalties under federal statutes.
