About this opportunity
The National Institutes of Health Clinical Center intends to procure cGMP (current Good Manufacturing Practice) cleaning supplies exclusively from VWR International through a sole-source acquisition. The NIH requires specialized contamination control cleaning supplies for biologics manufacturing sites and aseptic processing areas in Building 10 at their Bethesda, Maryland campus. Critical requirements include Certificates of Analysis, Certificates of Conformance, and packing inserts with each packaged case to ensure compliance with Joint Commission and FDA certifications for pharmaceutical development practices. The agency justifies the sole-source approach under 41 U.S.C. 1901(a)(1), stating that VWR International is the only company capable of providing the required certificates, compliance documentation, and unique tracking system necessary for clean room operations. Interested vendors may submit capability statements by 10:00 AM Eastern Standard Time on June 23, 2025, to lu-chang.lu@nih.gov, though the government retains sole discretion over whether to compete the requirement.
This procurement does not utilize any set-aside designations and targets VWR International as the intended sole-source contractor based on their unique ability to meet the specialized requirements. The Bill of Materials specifies approximately 126 cases of various cleaning products across 10 line items, including sterile wipes, disinfectant cleaners, mops, and case liners. The contract period of performance is estimated to run for one year from June 27, 2025, through June 26, 2026, with delivery required to Building 10, Room B2C-123 in Bethesda, Maryland. While specific award values are not disclosed in the notice, the procurement falls under NAICS code 325998 for miscellaneous chemical product manufacturing and PSC code 7930 for cleaning and polishing compounds. The NIH's MMESD Storage & Distribution Section serves as the sponsoring organization responsible for providing these critical supplies in support of GMP operations and patient care activities.
