About this opportunity
The National Institute on Drug Abuse (NIDA) issued a Notice of Intent to sole-source a purchase order to Novogene Corporation, Inc. for human whole genome sequencing and pharmacogenomic analysis services supporting the STAR-B randomized clinical trial, with responses due by September 15, 2026, at 3:00 PM EDT.
The acquisition supports the STAR-B study, which evaluates semaglutide for alcohol use disorder treatment, and is harmonized with the STAR-T study at Oklahoma State University. NIDA justifies the sole-source award on the basis that Novogene already provides sequencing services for STAR-T; using the same contractor and analytical methodology preserves research design consistency and enables scientifically valid cross-study comparison. The contractor will perform biospecimen receipt and processing, DNA extraction, quality control assessment, genome-wide genotyping and/or sequencing, standard bioinformatics processing, and delivery of raw and processed genomic data files with comprehensive documentation. The period of performance is 12 months from award. Work is conducted under FAR Part 12 for commercial products and services, classified under NAICS 541380. Responses must be submitted electronically to zachary.fetters@nih.gov and include unit price, list price, shipping and handling costs, delivery period, prompt payment discount terms, F.O.B. point, UEI, TIN, and business size certification. All data remains NIH property and must not be distributed outside NIDA Intramural Research Program clinical teams; samples and data are de-identified prior to transfer to the contractor.
