DLA Troop Support is awarding a new contract SPE2D0-17-D-0001 to Greenstone, LLC under Open Season Solicitation SPE2D0-15-R-0002. This is an Indefinite Delivery-Indefinite Quantity (IDIQ) fixed price type contract with Economic Price Adjustment (EPA) clauses for various Pharmaceutical products in support of the Corporate Exigency Contract (CEC) Program. The contract is for ten years (one year base, with the option to extend the contract for nine (9), one -year term option periods).

Added: Nov 22, 2016 10:52 am On November 16, 2016, DLA Troop Support awarded an Indefinite Delivery/Indefinite Quantity, Fixed-Price Contract with Economic Price Adjustment (EPA) clauses to AstraZeneca Pharmaceuticals LP. This Pharmaceutical Corporate Exigency Contract (CEC) consists of a one (1) base year, with the option to extend the contract for each of nine (9), one-year option periods. The Pharmaceutical CEC Program establishes partnerships between the Department of Defense (DoD) and industry to ensure that the industrial base is prepared to respond to the Military Services increased demand for items designated as critical during times of mobilization, war, contingency and military operations. This contract purchases access for various pharmaceutical product line items.

This is an Indefinite Delivery, Indefinite Quantity, Fixed-Price with EPA type contract. The intention of this solicitation is to make multiple awards for the entire spectrum of categories of items required. The solicitation maximum will be established based on the total of the maximums established under each individual contract awarded. No single contract awarded will have a stated total maximum of greater than $450,773,945.17
The Defense Logistics Agency Troop Support, Medical Directorate, Strategic Materiel to Sourcing Group (SMSG)/Medical Readiness Division, establishes partnerships between the Department of Defense (DoD) and industry manufacturers and/or distributors to ensure that the industrial base is prepared to respond to the Military Services' increased demand for items designated as critical during times of mobilization, war, contingency and military or other operations, to include humanitarian, emergency or urgent relief efforts. Contingency operations are defined under Clause 52.212-9000 "Changes - Military Readiness". DLA Troop Support -Medical will be able to ensure rapid item availability by entering into long term contracts with product line item manufacturers and/or distributors. These long term Corporate Exigency Contracts (CEC) will purchase access to Nationwide commercial pharmaceutical inventories of all types, versus the Government expending scarce dollars to purchase, warehouse and manage the 'readiness' designated items.
The current solicitation requires contractors provide sustained material support of pharmaceutical items and other related pharmaceutical products such as in-vitro diagnostic substances, reagents, test kits and sets, veterinary pharmaceuticals, laboratory chemical test strips and blood and urine products which the Military Services have identified as critical readiness items. These products are generally manufactured and managed by the pharmaceutical industrial base companies. CEC awards establish long term partnerships with contractors to provide this surge, re-supply and sustainment.
There is little to no DLA Depot stock of these commercial items. To maximize overall coverage of the required items and to ensure availability in support of contingency operations, multiple contract awards for items in the same product line will be made. The Government reserves the right to make one or more award(s). The Government also reserves the right, when reviewing an individual proposal, not to make an award for any of the solicited product line items if award of that line item coverage is determined to not be in the Government's best interest. If an entire product line item or part of a product line item quantity is not awarded, the Government reserves the right to pursue other contracting venues to obtain product line item coverage.
The solicitation is structured to encourage participation of small businesses as well as large since offerors may propose to support as little as 1 line item up to the full 1344 solicited product line items. Large businesses that submit an offer will be required to submit a Subcontracting Plan.
Any resultant award from this Solicitation shall consist of one (1) base period which may consist of a minimum nine (9) months and no greater than fifteen (15) months with the option to extend the contract for each of eight (8), one-year option periods and a final option period of 9-15 months with the total length of the contract being 10 years (120 months).
Solicitation SPE2D0-15-R-0002 is expected to be issued September 1, 2015 and can be found on the DLA Internet Bid Board System (DIBBS) at https://www.dibbs.bsm.dla.mil/.
