About this opportunity
The U.S. Consumer Product Safety Commission seeks analytical testing services to analyze per- and polyfluoroalkyl substances (PFAS) in textile samples, with quotes due June 17, 2026 and questions due June 5. This is a Request for Quotation for commercial items on a firm-fixed price basis with no small business set-aside.
Place of performance is the contractor's laboratory, with delivery of analytical results to the CPSC National Product Testing Laboratory in Rockville, Maryland. Testing must conform to ISO/IEC 17025 standards; formal ISO/IEC 17025 accreditation is not required for award, but laboratories must demonstrate technically appropriate methods and quality controls aligned with ISO/IEC 17025 requirements. All responsive bids must include both total organic fluorine (TOF) analytical capabilities and targeted PFAS analysis; laboratories offering only targeted PFAS analysis without TOF will not be considered responsive.
The contract is a Firm-Fixed Price Blanket Purchase Agreement with a total ceiling of $250,000 (no more than $50,000 per option year). The base period is one year with one optional one-year extension. The contractor will conduct TOF analysis on an initial submission of five textile samples, with optional subsequent submissions of approximately 60 additional samples in groups of 2 to 6, with analytical results delivered within 30 days of sample receipt. Quotations must include test methodology descriptions, detection and quantification limits, price per analysis with standard replicates, PFAS chemical library size and entries, and analytical reporting descriptions.
Evaluation uses a best-value approach weighing technical proposal as the most significant factor (twice as heavily as others), followed by past performance (more important than price), then price. Offerors must demonstrate one reference from work completed within the last three years and maintain active SAM.gov registration.

This is a combined synopsis/solicitation for commercial items/services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ). The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-03.
The U.S. Consumer Product Safety Commission (CPSC) intends to procure analytical testing services to analyze the per- and polyfluoroalkyl substances (PFAS) present in textile samples. This requirement must be provided on a firm-fixed price basis.
The provision at 52.212-1, Instructions to Offerors-Commercial Items (Sep 2023), applies to this acquisition. In addition to the requirements of FAR 52.212-1, the quote must prominently display the offeror's Taxpayer Identification number, CAGE code and UEI number, as well as contact information for the offeror's point of contact for the quote. A valid SAM.gov registration is required for quote submission.
Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items (May 2024), if the annual SAM registration has not been completed. If the SAM registration has been completed, Offerors shall only submit paragraph (b) if there are applicable exceptions to the current registration.
The clause at 52.212-4, Contract Terms and Conditions-Commercial Items (Aug 2025), applies to this acquisition.
An Offeror is required to be registered in SAM when submitting an offer or quotation and at time of award (see FAR Provision 52.204-7 System for Award Management and clause 52.204-13, System for Award Management Maintenance for the requirement to be registered in SAM and to maintain an active SAM registration during performance and through final payment). You must submit proof of your active SAM registration at time of submission of your quotation.
All additional required clauses, terms and conditions are included in the attached Statement of Work.
