About this opportunity
The U.S. Customs and Border Protection (CBP), U.S. Border Patrol Headquarters is conducting market research to identify viable sources for commercial pest control management services through a Request for Information (RFI). CBP seeks to establish a 12-month base contract plus up to 4 option years for environmentally sound and effective pest control services at San Diego Sector installations. The contractor must be a California-licensed pest control business with personnel holding full commercial certification from the State of California in appropriate EPA-approved categories, and all pesticides must be EPA-registered and approved by CBP's designated Pest Management Advisor before use. Key service requirements include inspecting and treating areas up to 25 feet for general arthropods, vertebrate pests, and disease vectors such as scorpions, cockroaches, termites, ants, fleas, mosquitoes, rodents, bats, bees, and wasps, while emphasizing non-chemical pest control technologies where feasible and maintaining comprehensive integrated pest management practices consistent with national pest management standards. RFI responses must be submitted electronically to Contracting Specialist Jesus Solis at jesus.solis@cbp.dhs.gov by 5:00 p.m. MST on May 12, 2026, with respondents required to provide company information, NAICS code classification, GSA contract status, capacity confirmation, proposed pricing structure, and any concerns regarding the draft Statement of Work.
This procurement is set aside for Total Small Business. The contract involves providing monthly pest control services at 17 CBP locations throughout San Diego and surrounding counties, encompassing approximately 318,000 square feet across checkpoints, border patrol stations, maintenance facilities, and administrative sites, with service delivery scheduled during normal business hours (0600-1430 Monday through Friday) on the first week of each month. The period of performance begins September 15, 2026, through September 14, 2027, for the base year, with four additional one-year option periods available. No specific budget range or award value has been disclosed in this pre-solicitation notice, as this RFI is for market research and planning purposes only, and CBP has noted that responses create no entitlement to payment and no contract award is guaranteed. Interested contractors must demonstrate their ability to provide 24-hour emergency response capability, maintain detailed monthly records and reports, provide a Spill Prevention, Control, and Countermeasure plan, and have all personnel vetted by CBP prior to work commencement.
