About this opportunity
The Defense Counterintelligence and Security Agency (DCSA) is seeking Personnel Security Support Services (PS3) to support its Adjudication and Vetting Services (AVS) through a non-personal service contract. The procurement will focus on providing comprehensive personnel security support, including lifecycle vetting, continuous evaluation, case processing, and analytical services for DoD personnel security programs. Interested small businesses must submit a 10-page capabilities statement by 1300 ET on April 25, 2025, to Deborah Hagan via email, detailing their organizational capabilities, past performance, technical skills, and subcontractor management approach. The contract requires contractors to develop processes, assess information, create business rules, draft research reports, and support continuous personnel vetting without direct government supervision. Evaluation criteria will likely emphasize technical capabilities, past performance in personnel security, and ability to meet stringent security clearance requirements.
The contract is specifically set aside for small businesses and will utilize a single award Firm-Fixed-Price structure with a base year from January 5, 2026, to January 4, 2027, and four potential one-year extension periods. Key personnel requirements include a Program Manager with PMP certification and TS/SCI clearance, and a Quality Assurance Lead responsible for ensuring compliance and accuracy. Contractor employees must be U.S. persons with TOP SECRET facility clearance, with individual security clearance levels ranging from SECRET to TS/SCI depending on specific roles. Work will be performed across multiple locations in Maryland, primarily in Hanover and Fort Meade. While specific budget details are not explicitly stated, the contract will cover comprehensive personnel security support services for the Department of Defense's national security vetting mission, which involves processing background investigations and mitigating personnel-related security risks.
