About this opportunity

The United States Patent and Trademark Office (USPTO), a civilian agency under the Department of Commerce, issued a sole-source justification notice on February 11, 2026, for Personal Assistance Services (PAS) to support employees with targeted disabilities in performing activities of daily living during work hours and job-related travel. The procurement was awarded to Precision Receivable Services LLC under GSA Federal Supply Schedule Contract #47QRAA23D009N on February 10, 2026, with a contract value that remains redacted. The sole-source award was justified under unusual urgency provisions (GSAR 538.7104-3) due to the immediate need to prevent a lapse in service coverage that would violate federal law and impair employee performance, as mandated by Section 501 of the Rehabilitation Act and the Equal Employment Opportunity Commission Final Rule (29 C.F.R. 1614.203). Market research conducted on January 6, 2026, identified multiple qualified GSA schedule holders, but Precision Receivable Services LLC was the only vendor that responded with necessary capabilities to meet the urgent timeframe. The award is structured as a six-month bridge contract with a hybrid firm-fixed-price and labor-hour structure, pending finalization of a longer-term competitive Blanket Purchase Agreement for ongoing PAS needs.

Notice text

See attached sole source justification.
