About this opportunity

The Department of Justice Drug Enforcement Administration has issued a Special Notice regarding a sole source purchase order for a Perpetual SQLBI License intended for Chainbridge Technologies. This acquisition, posted on April 17, 2026, seeks to procure software licensing for the Depot Tracking System, which the DEA's IT Service Facility uses to monitor incoming and outbound IT equipment. The notice is being issued under FAR Part 13 Simplified Acquisition Procedures for an estimated contract value between $10,000 and $250,000. In accordance with FAR 5.207(c)(16)(ii), the agency has opened the opportunity to alternative vendors by inviting capability statements, though it currently intends to award the contract solely to Chainbridge Technologies based on their unique position as the creator and owner of the SQLBI database tracking system.

Interested vendors must submit capability statements demonstrating their ability to meet the government's requirements by April 22, 2026 at 10:00 AM Eastern Standard Time to be considered as an alternative source. Market research conducted by the agency found no other vendors capable of or willing to provide pricing for the required system, supporting the sole source justification. The anticipated contract will be structured as a Firm Fixed Price purchase order with a delivery date of May 20, 2026 and a perpetual license effective September 30, 2026. Submissions should be sent electronically to Denise.N.Scott@dea.gov, and the government reserves the sole discretion to determine whether to open the requirement to competition based on responses received. The acquisition falls under NAICS code 541519 (Other Computer Related Services) and PSC code 7C21 (IT and Telecom – Other Data Center Facilities Products).
