About this opportunity
The Indian Health Service (IHS), a civilian agency under the Department of Health and Human Services, has issued a Special Notice regarding perinatal software support and maintenance services at the Gallup Indian Medical Center in Gallup, New Mexico. The IHS intends to pursue a sole source contract award with GE Healthcare IITS USA Corp. for the continued provision of perinatal software services. This special notice was posted on November 3, 2025, and falls under NAICS code 513210 (Software Publishers) with a small business size standard of 1,000 employees. The contracting action is justified under federal acquisition regulations that permit single-source solicitation when only one source is reasonably available due to factors such as urgency, exclusive licensing agreements, or brand name requirements. The IHS has determined that GE Healthcare IITS USA Corp. is the current provider of perinatal software services necessary to accomplish the medical center's mission objectives.
The primary objective of this contract is to maintain hospital perinatal software services, specifically involving the renewal of the GE Healthcare SSA CPN Surveillance and Archive system supporting the Women's Health Unit at Gallup Indian Medical Center. Any potential sources other than the intended sole source awardee may submit a capability statement via electronic email to demonstrate alternative capacity by the deadline of 10:00 AM MDT on November 18, 2025, with communication through any other method being ineligible for consideration. There is no set-aside designation for this opportunity, and interested parties must understand that submission of capability statements will be evaluated solely at the government's discretion to determine whether to proceed with competition or award the contract as a sole source. The contract structure includes a 12-month base period with four optional 12-month renewal years, providing up to five years of potential service delivery. Interested contractors should direct inquiries to Melissa Lake, Contract Specialist, at Melissa.Lake@ihs.gov.
