About this opportunity
The Defense Media Activity (DMA) is seeking a unified contract solution to manage performing rights licenses for the American Forces Network (AFN) across five European countries: Germany, Italy, Belgium, Spain, and Portugal. The contract will enable AFN to broadcast literary, dramatic, musical, and artistic works by securing annual performing rights agreements with national performing rights organizations like GEMA, SIAE, SABAM, SGAE, and SPA. Interested vendors must submit a comprehensive 10-page white paper detailing their capabilities, business type, CAGE code, past performance, contract vehicles, and ability to meet specified requirements. Submissions are due by May 9, 2025, at 4:00 PM EDT, with responses to be sent to Acquisition Support Specialist Anthony LeAnder and Contracting Officer Stephen Dimitriou. The Sources Sought Notice is primarily a market research effort under NAICS code 928120 (International Affairs) to identify potential service providers and does not guarantee a future contract.
This pre-solicitation notice does not include any specific set-aside designations and does not mention current incumbents or precise award values. The solicitation is structured as a market research initiative to explore potential contractors' capabilities in managing international performing rights licenses. Vendors are expected to provide an itemized budgetary estimate alongside their white paper, though no specific budget range is currently disclosed. The scope of work covers obtaining, maintaining, and managing performing rights licenses across multiple European countries, with the ultimate goal of ensuring AFN can legally broadcast commercial works in compliance with the Berne Convention. The contract will require vendors to navigate complex international licensing requirements and coordinate with specific national performing rights organizations to secure the necessary broadcast permissions.
