About this opportunity
The Department of Education is seeking a contractor to provide peer review services for the Regional Educational Laboratories program administered by the National Center for Education Evaluation and Regional Assistance. Over a five year period, the contractor will be expected to review up to 200 research proposals and reports, provide editing for up to 150 products, update review criteria, present occasional webinars, and provide telephone guidance to REL staff. Capability statements must demonstrate the ability to meet the requirements outlined in the attached performance work statement and are due by July 21, 2022 to inform the agency's acquisition strategy.
There is no set-aside designated for this requirement. The contract type will be cost-plus-fixed-fee with an initial 24-month base period and three 12-month option periods. The contractor can expect to review 200 research proposals and 200 reports over the life of the contract, provide editing for 150 REL products, and update review criteria and guidance documents as needed. Telephone guidance and potential analytic or pilot projects are also included as optional services.

The Department requests capability statements to evaluate what, if any, set aside determinations are appropriate for this requirement. The Department will rely on the information provided to determine whether a set aside is appropriate for this procurement, that will result in a contract award. We reserve the right to use other resources and information to inform our acquisition strategy.
The Department will not review generic capability statements because generic capability statements tell us nothing about your ability to execute a REL Peer Review contract. Rather, we will only review capability statements that display your ability, based on the specifications provided in the draft Performance Work Statement.
The U.S. Department of Education (the Department) intends to award one contract to the qualified entity to review REL research proposals and products to assure alignment with NCEE standards and goals. The REL Program is administered by the National Center for Education Evaluation and Regional Assistance (NCEE) at the Institute of Education Sciences (IES) in the US Department of Education (the Department).
