This procurement is not utilizing a set-aside designation and is targeted at small businesses, with the current incumbent contractor being Orbis Sibro, Inc., performing work under Task Orders N0017819D8239/N6449822F3100. The anticipated award structure is a Cost Plus Fixed Fee Level of Effort task order with a five-year period of performance consisting of a 12-month base period and four 12-month option periods, with an estimated annual effort of 28,068 hours, translating to approximately 140,340 total hours across the five-year contract period. The primary NAICS code is 336611 (Ship Building and Repairing), and the PSC category is R425 (Support-Professional: Engineering/Technical). The contract will require comprehensive service delivery including technical support, configuration management, inspections, documentation review, training, SUBSAFE and Level I technical support, installation team support, and maintenance of the Sail In-Service Representative Support System (SIRSS) database. While no specific budget ceiling is disclosed in this market research phase, the substantial level of effort and multi-year duration indicate a significant contract value.
