About this opportunity
The Naval Surface Warfare Center, Philadelphia Division (NSWCPD), on behalf of the Department of the Navy Naval Sea Systems Command, is conducting market research through this Request for Information (RFI) to identify vendors capable of providing lifecycle, modernization, and in-service engineering support for RENK reduction gear models (BUSL 261, ASL 2/160, BOS 156, and ASL 95) and their related shipboard auxiliary systems installed on U.S. Navy vessels, including the Littoral Combat Ship (LCS) class. Required services encompass comprehensive engineering and technical support, failure analysis and root cause determination, product improvements, engineering investigations, logistics support, software maintenance and configuration control, fleet and depot support, and program management. Qualified respondents must demonstrate the ability to supply personnel across five labor categories—Program/Project Manager, Mechanical Engineer, Electrical/Controls Engineer, Engineering Technician, and Senior Field Service Technician—and possess the capability to perform work at both contractor facilities and aboard Navy vessels. While this RFI does not constitute a formal solicitation and therefore does not include explicit evaluation criteria, the government is seeking capability statements that address the full scope of required services, company qualifications, typical capabilities, user locations, and relevant references. All responses must be submitted electronically to jenny.e.tomeo.civ@us.navy.mil by 6:00 PM EST on May 6, 2026, with the solicitation number N64498-26-RFPREQ-PD-42-0117 included in the subject line, with no phone calls accepted.
This opportunity carries no set-aside designation and no incumbent contractor is identified in the pre-solicitation materials. The government will not disclose specific budget ranges or award values at this market research stage; however, the Statement of Work indicates estimated annual performance requirements of 8,640 contractor site hours, 864 contractor site overtime hours, 2,160 government site hours, and 216 government site overtime hours, with approximately 60 percent of work occurring at contractor facilities and 40 percent aboard Navy vessels. The contract will require compliance with extensive security requirements, including background investigations, Controlled Unclassified Information (CUI) protection, Operations Security (OPSEC) protocols, and Navy Nuclear Propulsion Program (NNPP) security where applicable, with all contractor personnel required to obtain appropriate security clearances or interim clearances within 30 days of award. Annual travel is estimated at 12 trips to locations including Philadelphia, San Diego, Mayport, Bahrain, and Singapore, with costs subject to Federal Travel Regulations. Following this market research phase, the government anticipates issuing a formal Request for Proposal (RFP) to interested and qualified vendors.
