About this opportunity

The Indian Health Service (IHS) is seeking Indian Small Business Economic Enterprises (ISBEEs) capable of providing BIOFIRE SPOTFIRE FDA-cleared, CLIA-waived PCR analyzer systems and respiratory testing consumables to support nine Oklahoma Area IHS facilities and Haskell Indian Health Center in Kansas. This Sources Sought notice is issued under the Buy Indian Act authority, which gives preference to Indian Economic Enterprises. Key contract requirements include the provision of BIOFIRE SPOTFIRE systems with Control Stations and stackable Modules (one to four per station), along with technical specifications for optical, thermal, and connectivity characteristics, an 8.4-inch touchscreen display, and environmental operating conditions of 15-30 degrees Celsius with 15-80 percent relative humidity. Contractor personnel must be manufacturer-trained and qualified for the BIOFIRE SPOTFIRE platform, and contractors must furnish all equipment, delivery, installation, configuration, preventative maintenance, repairs, training, and technical support at no cost to the Government. The contract structure employs a placement agreement model in which the Government's costs derive solely from purchasing CLIA-waived respiratory testing consumables through facility-level minimum quantity purchase commitments, with no equipment costs to the Government. The contract period spans 12 months from the date of award plus four optional one-year periods, allowing for potential five-year performance. Available testing supplies include RSP Positive and Negative Controls, the Respiratory Panel providing multiplex detection of nine viruses and four bacteria, and the Respiratory Panel Mini for focused viral testing. No specific budget range or award value is disclosed in this Sources Sought notice, and no incumbent contractor is identified. Generic capability statements are explicitly discouraged; responses must directly demonstrate the company's specific capability, experience, and ability to provide the required BIOFIRE SPOTFIRE systems and support services to all Oklahoma IHS laboratories.
