About this opportunity
NASA Armstrong Flight Research Center intends to issue a sole-source contract to JetsFBO for hangar facilities and utilities supporting PC-12 aircraft operations during the QUARC laser communications campaign at Cleveland Hopkins International Airport, with a response deadline of September 15, 2026 at 10:00 a.m. PT. The Government will acquire this as a commercial product or service under FAR Part 12.
Place of performance is Cleveland Hopkins International Airport (KCLE), Cleveland, Ohio. The hangar must be located at KCLE to enable line-of-sight link-up between QUARC payload systems and NASA Glenn Research Center ground stations during integration and ground testing.
The contractor must provide a secure hangar with minimum dimensions of 75 feet wide, 20 feet high, and 80 feet deep, equipped with an operational fire suppression system. Additional requirements include 625 square feet of secure office space with four desks and chairs, 250 square feet of secure office/storage space for aircraft components, 625 square feet of storage for NASA tools, and 500 square feet of Ground Support Equipment storage. The contractor must supply 208 VAC building power supporting 600 amps at 28 VDC via NASA-provided equipment, high-speed commercial internet connectivity, diesel fuel (estimated at 1,500 gallons weekly during the flight phase from mid-September through mid-December 2026, potentially extending through January 2027), personnel badging and flightline access coordination, and five non-reserved parking spaces. Approximately 5–8 personnel will be onsite daily.
Performance runs from September 2, 2026 through January 31, 2027. September services will be purchased via Government Purchase Card; a base Purchase Order covers October 1 through December 31, 2026, with an option to extend through January 31, 2027. Interested organizations may submit capabilities and qualifications by September 15, 2026 to Jamill Richter (jamill.m.richter@nasa.gov) and Nikki Terranova (nikki.terranova@nasa.gov) to be evaluated for competitive basis determination.
Notice text
NASA/AFRC has a requirement for facilities and utilities necessary to support PC-12 aircraft ground and flight operations during the QUARC laser communications campaign. The scope includes hangar access, servicing utilities, secure office and storage space, internet connectivity, fuel support for ground equipment, and personnel access coordination.
NASA/AFRC intends to issue a sole source contract to acquire the services from JetsFBO. NASA requires contractor-provided hangar facilities, utilities, and support at Cleveland Hopkins International Airport (KCLE) in Cleveland, Ohio. The purpose of this effort is to ensure safe, continuous, and efficient PC-12 ground and flight operations in support of the Quantum Aerospace Communication (QUARC) mission objectives.
Hangar location for the PC-12 QUARC laser communications campaign must be at KCLE. The QUARC payload systems need to link-up to NASA Glenn Research Center (GRC) ground stations (line of sight) during integration and ground testing operations.
The Government intends to acquire a commercial product or service using FAR Part 12.
Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Jamill Richter, jamill.m.richter@nasa.gov and Nikki Terranova, nikki.terranova@nasa.gov not later than September 15, 2026 at 10:00am PT. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether to conduct this acquisition on a competitive basis. A decision by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
