NASA's Support Aircraft and Maintenance Operations (SAMO) fleet requires contractor-provided facilities, utilities, and support services to enable safe, continuous, and efficient PC-12 aircraft ground and flight operations during the QUARC mission from September 2, 2026 through January 31, 2027. The contractor must provide a secure hangar with minimum dimensions of 75 feet wide, 20 feet high, and 80 feet deep, equipped with an operational fire suppression system. Additional facility requirements include 625 square feet of secure office space with four desks and chairs, 250 square feet of secure office/storage space for aircraft components and parts, 625 square feet of storage space for NASA tools, and 500 square feet of Ground Support Equipment (GSE) storage space, all located near the aircraft parking area. The contractor must provide 208 VAC building power to support 600 amps at 28 VDC via NASA-provided equipment, high-speed commercial internet connectivity, diesel fuel for ground and support equipment, coordinate refueling operations with estimated consumption of 1,500 gallons weekly during flight phase (mid-September through mid-December 2026, potentially extending to January 2027), provide personnel badging and flightline access coordination, and furnish five non-reserved parking spaces for daily use. Approximately 5-8 personnel will be onsite each day. September services will be purchased via Government Purchase Card, with the base Purchase Order covering October 1 through December 31, 2026, and an option to extend through January 31, 2027.
