About this opportunity
The Pension Benefit Guaranty Corporation (PBGC) is seeking support for managing its Legacy Pension Insurance Modeling System (L-PIMS), a sophisticated stochastic simulation tool used to model single-employer and multiemployer pension plan universes. The solicitation involves comprehensive technical support for two primary microsimulation models: Single-Employer (SE-PIMS) and Multiemployer (ME-PIMS), with specific requirements for programming, model management, and system evaluation. Potential contractors must demonstrate expertise in C++ and VBA programming, actuarial calculations, economic scenario generators, and microsimulations with 500+ iterations. Key capabilities include developing model runs for PBGC reports, analyzing financial and policy changes, responding to Congressional technical assistance requests, and ultimately decommissioning the SE L-PIMS system. Responses to the Request for Information (RFI) are due by 12:00 PM EST on March 26th, 2025, with submissions required via Microsoft Excel-compatible file.
The pre-solicitation notice indicates no specific set-aside designation for this contract, which falls under the NAICS category 541611 for Administrative Management and General Management Consulting Services. The contract is structured with a base period from September 1, 2025 to August 31, 2026, with two potential option periods that could extend the contract through August 31, 2028. While specific award values are not explicitly stated, the complexity of the project involves managing over 60,000 lines of C++ code and a C# user interface, suggesting a significant technical undertaking. The scope includes supporting system modifications, maintaining documentation, managing system operations, conducting technical programming and evaluation, performing system testing, and facilitating the decommissioning of the Legacy SE PIMS. Contractors will need to provide actuarial support, write new code to reflect pension rule changes, and ensure compliance with federal regulations and PBGC policies throughout the contract period.
Notice text
PBGC is seeking support to manage the Pension Insurance Modeling System (PIMS), a tool developed by the Policy, Research and Analysis Department (PRAD) to model the SE and ME pension plan universes. The current SE PIMS and ME PIMS models in conjunction are referred to as Legacy PIMS. A newer PIMS model (“T-PIMS”) has recently been deployed into Production but is not currently being utilized as the PIMS System of Record. The scope of work for this contract only applies to the current Legacy PIMS. This scope of work also includes decommissioning of the Legacy SE PIMS during this contract’s overall Period of Performance.
