Pension Benefit Guaranty Corporation (PBGC)

Legacy Pension Insurance Modeling System (L-PIMS)

1. Description The Pension Benefit Guaranty Corporation (PBGC) is seeking information regarding potential contractor support services for the Business Information Systems Division (BISD) and the Policy Research and Analysis Department (PRAD) to provide a service solution to manage the Legacy Pension Insurance Modeling System (L-PIMS).

THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes – it does not constitute a solicitation or a promise to issue a solicitation in the future.

This request for information does not commit the Government to contract for any supplies or services whatsoever. Further, PBGC is not at this time seeking quotations or proposals and will not accept unsolicited quotations or proposals. Respondents are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future solicitation, if any is used.

2. Background The Pension Benefit Guaranty Corporation (PBGC) is a government-owned corporation established under Title IV of the Employee Retirement Income Security Act (ERISA) of 1974, as amended. Background and mission information can be found at https://www.pbgc.gov/about.

BISD is seeking a service solution for a short term (base period plus two options) to manage the L-PIMS on behalf of PRAD. L-PIMS includes two separate microsimulation models: one projecting estimated financial outcomes for PBGC’s Single-employer Insurance Program (SE-PIMS) and one projecting estimated financial outcomes for PBGC’s Multiemployer Insurance Program (ME-PIMS). The Legacy SE-PIMS model is programmed in C++ and the Legacy ME-PIMS model is programmed in VBA within a Microsoft Excel spreadsheet.

This service solution will support the Legacy SE-PIMS by programming, managing, and evaluating its results, while also preparing Legacy SE-PIMS for planned decommissioning in 2026. PRAD has developed a new, modernized SE-PIMS model (“T-PIMS”) that was first deployed into Production in November 2024 and slated for use as PBGC’s System of Record in 2026, after sufficient model reconciliation analysis and peer review is completed. This service solution only includes support for the Legacy SE-PIMS system through decommissioning and does not include any services for T-PIMS.

This service solution will also include assisting PRAD with technical programming and the evaluation of work performed using the ME Legacy PIMS model. PRAD has not yet developed a new, modernized ME T-PIMS model yet, but is planning to initiate a project to do so following a successful transition from the Legacy SE-PIMS model to the new SE T-PIMS model.

The services for both models includes the modeling required to produce PRAD reports such as the annual Projections Report and Multiemployer 5-Year Report. Additionally, the services include responding to technical assistance requests from Capitol Hill to model proposed changes to U.S. private Defined Benefit pension legislation.

3. Requirements/Capabilities Sought Industry Partners responding to this RFI should be aware that the Government is seeking industry partners who can demonstrate their ability to provide existing capabilities to do the following:

3.1 Operate and maintain the SE L-PIMS system through the decommission date (TBD, planned for 2026)

3.1.1 Program, manage and evaluate the results of the model

3.1.2 Develop model runs to produce PBGC reports

3.1.3 Develop model runs to analyze the impact of the financial and policy changes and to respond to Congressional requests for Technical Assistance

3.1.4 Perform and analyze model runs to answer peer review questions related to quantitative differences between the SE L-PIMS and SE T-PIMS models

3.1.5 Decommission SE L-PIMS

3.2 Operate and maintain the ME L-PIMS model

3.2.1 Program, manage and evaluate the results of the model

3.2.2 Develop model runs to produce PBGC reports

3.2.3 Develop model runs to analyze the impact of the financial and policy changes and to respond to Congressional requests for Technical Assistance
