About this opportunity
The U.S. Army Corps of Engineers (USACE) Baltimore District issued this Special Notice to solicit industry participation in the design and construction of a new Patton Hall Strategic Engagement Platform at Joint Base Myer-Henderson Hall, Virginia. The procurement will utilize a Design-Build to Budget (DB2B) acquisition approach, which emphasizes innovative solutions and value optimization rather than lowest cost selection. USACE conducted an Industry Day on November 7, 2025, to provide qualified contractors with project overview, disclosure of the design and construction cost ceiling, and one-on-one engagement opportunities with prime contractors. The Special Notice was posted on September 29, 2025, with a current due date of December 24, 2025. USACE has requested industry feedback on the procurement methodology, project approach, scheduling, evaluation criteria, small business participation, and other contractual considerations through a Request for Information (RFI).
The primary objective of this Special Notice is to gather industry input and facilitate informed participation in a competitive two-phase design-build selection process that prioritizes mission-critical factors and innovative enhancements within an established budget framework. Contractors must submit feedback responses to the RFI no later than close of business on December 24, 2025, to robert.l.ferebee@usace.army.mil and tamara.c.bonomolo@usace.army.mil. While participation in Industry Day events and RFI submission does not guarantee contract award or provide competitive advantage, the notice indicates USACE plans three proprietary meetings with down-selected offerors in Phase II to refine scope, schedule, and budget alignment. Eligible participants include prime construction firms, architectural/engineering firms, and subcontractors, with attendance limited to two representatives per company at the Industry Day event. The project scope involves demolishing Building 214 while preserving a historic Guardhouse and constructing a new Strategic Engagement Center that will be evaluated based on cost, schedule, quality, and innovative solutions that maximize value within the disclosed budget ceiling.
