About this opportunity

The Department of the Army Materiel Command Contracting Command Redstone Arsenal is seeking support for the Phased Array Tracking Radar to Intercept on Target (PATRIOT) Component Software Build (PCSB) System Ground and Flight Test Support. The procurement focuses on system-level testing, data analysis, problem resolution, and flight test analysis support for the PATRIOT missile system. The proposed source is exclusively Lockheed Martin Missiles and Fire Control (LMMFC), which has been determined to be the sole source with the necessary knowledge, expertise, and full technical data package. The government lacks the intellectual property rights to conduct a full and open competition, thus justifying the sole-source approach under Federal Acquisition Regulation (FAR) Part 6.302-1. Potential vendors with questions or concerns are directed to contact James S. Casper (Contracting Officer) or Lany G. Gonzales (Contract Specialist) via email by January 31, 2025.

The procurement is classified under NAICS category 541330 for Engineering Services and PSC category J014 for Maintenance/Repair/Rebuild of Guided Missiles, with no specific set-aside designations. The contract will be executed through the Department of the Army's Defense contracting mechanism, focusing specifically on work to be performed at LMMFC's facility in Grand Prairie, Texas. While specific award values are not disclosed in the pre-solicitation notice, the effort appears to be a specialized, high-technical-complexity contract supporting critical missile defense infrastructure. The contract's scope suggests a comprehensive testing and analysis support requirement for PATRIOT missile system components. The geographical location and specific CAGE code (64059) for LMMFC indicate a highly targeted procurement approach centered on the company's unique capabilities and technical expertise.
